2.05 APPLICATION FOR PERMIT FOR SURFACE OR UNDERGROUND ACTIVITIES -- <br />MINIMUM REQUIREMENTS FOR OPERATION AND RECLAMATION PLANS. <br />2.05.6 Mitigation of Surface Coal Mining Operation Impacts. (Cont'd.) <br />(3) (b) (iii) (Cont'd.) <br />The deep bedrock groundwater in the strata above and below the mined coal has poor quality, <br />limited extent, low yield, and an excessive depth from the ground surface. Further detailed <br />information is found in Section 2.04.7(1). None of this water is beneficially used or adjudicated and <br />the potential for future development and utilization is extremely low. <br />Deep bedrock groundwater wells are monitored when accessible in accordance with Table 4B, <br />Groundwater Appendix, Volume 4. None of the deep bedrock groundwater monitoring wells in the <br />permit area can currently provide water quality samples or water level information. The <br />pressure-driven sampling apparatus installed in the wells has proven to be ineffective and <br />unreliable. As an alternative to obtaining water quality samples from deep bedrock groundwater <br />wells, the operator collected water samples from underground in the mine workings in the event <br />significant inflows are encountered. Significant inflows are defined as point source inflow events of <br />greater than 5 gpm flow magnitude which persist for more than 30 days. No inflows of this nature <br />occurred during the life of the operation. <br />Shallow alluvial source groundwater wells are monitored when accessible in accordance with Table <br />413, Groundwater Appendix, Volume 4. Selected shallow alluvial source groundwater wells are <br />monitored semi-annually for water levels, field parameters, and water quality parameters. Collected <br />samples are analyzed for alkalinity as CaCO3, bicarbonate as CaCO3, carbonate as CaCO3i <br />dissolved calcium, chloride, conductivity @ 251 C, pH, Hardness as CaCO3, dissolved magnesium, <br />dissolved sodium, sulfate, SAR in water, TDS ratio (grav./calc.), and total dissolved solids. <br />The operator will revise Volume 4, Tables 3 and 4B as necessary with technical revisions to ensure <br />that the appropriate springs and associated ponds, deep bedrock groundwater wells, and shallow <br />alluvial source groundwater wells are monitored if mining progresses into new areas. Numerous <br />springs and associated ponds, deep bedrock groundwater wells, and shallow alluvial source <br />groundwater wells were temporarily dropped from the monitoring network as a result of TR-24. <br />These locations are situated over and adjacent to the currently inactive East Mine workings. <br />Development of the East Mine was halted in 1986 due to a mine fire. Ample baseline data exists for <br />the features in and around this area. There will be no further development of the East Mine. <br />PR-04 - 123 - 06/10
