Explosives <br /> Blasting records were reviewed in the Blasting Foreman's office, and the forms were discussed with <br /> Kraig Copeland and Larry Johns of TMI. The forms were generally in compliance; however some <br /> inaccuracies on the forms were detected by the Division:the explanation of the initiation system and <br /> the delay detonator is not accurate for all types of blasts. Also, it is not certain that the weight of <br /> explosives per 8-millisecond period is being recorded accurately. TMI should consult Rule 4.08.5, <br /> items 11, 12, and 15, to ensure that the correct information is reported in the future. <br /> It appears that blasting in the K Ridge Pit may be occurring within one-half mile of the TO State power <br /> line that lies near the east permit boundary. TMI should verify this,,and, if so, determine how it may <br /> need to comply with Rule 4.08.4(4). <br /> A blast was witnessed near the Molly Brown dragline at the east end of K Ridge. Guards were <br /> stationed at two locations to prevent accidents. Warnings were all audible with the exception of the <br /> All Clear signal. This was discussed with TMI blasting staff on site. <br /> A coal shot in F Pit that had been wired and ready to be set off was observed; the actual blast was not <br /> observed. <br /> No problems were observed at the explosives storage area. <br /> The diesel tank farm at the East Panel Ready Line was observed and appeared to be in compliance. <br /> In the future, it will be necessary to ensure that this facility is at least 500 feet from any blasting <br /> activity or obtain an approval from the Division for an exception (Rule 4.08.4(7)(b)). <br /> Support Facilities <br /> The drum storage area off the B/C Haul Road was inspected. No problems were identified. <br /> The facility area was inspected, including construction of the new shop and construction near the <br /> Industrial Waste Pond and the inlet near the lube bay building. Good housekeeping practices appear <br /> to be in compliance and most drainage reports to the Industrial Waste Pond, Impoundment H, or the <br /> No Name Gulch ponds for treatment of stormwater pollutants. <br /> Topsoil <br /> Several topsoil piles were observed and appeared to be in compliance. No topsoil removal or <br /> stockpiling activities were observed during the inspection. <br /> General Mine Plan Compliance <br /> Per Forrest Luke, discussions with TMI's geotechnical engineers are ongoing regarding the slide area <br /> near the D/E Pit. <br /> Activities at K Ridge Pit, F Pit, the Ash Pit, and other areas were observed. The mine was found to be <br /> in general compliance with the permit. <br /> Fish and Wildlife <br /> A Golden Eagle was observed on the west side of the mine site, sitting on an abandoned ANFO tank. <br /> Several antelope were observed near the Life of Mine Road. Elk barrier cages were observed around <br /> trees planted in Johnson Gulch drainage. <br />
