The proposed facility area and ancillary facilities for mining operations
are essentially adequate for the planned long -term operations. Surface
facilities will be constructed in two separate areas near the mine
portals. The planned facility areas will include the primary facility area
at the mine portals and an adjacent shafts and main mine fan facility.
Proposed total disturbance for overall facility areas is approximately 20
acres. Since all mining will occur underground, the proposed facilities
will service the mine operation with little anticipated future expansion
or modification. Descriptions and plans for all mine facilities are
described in detail in Section 2.05.3, and are shown on Map 12.
From the portal area, underground mining will originate and is planned
to progress in individual advancements towards the north and west in
the Ocean Wave coal horizon. Initially, the underground mining will be
in development work only as the main and submain entries are
established into the reserve area. Development will continue until
areas of the coal reserve are accessed to begin mine panels for pillar
extraction. These panels will typically be designed to terminate at
property boundaries, thin or unmerchantable coal, or boundaries of
main or submain entries.
• The mine will extract coal from a single seam, therefor the only
stratum to be affected by the operation will be the Ocean Wave seam.
The location of the seam relative to other coal seams in the formation,
and the significant overlying and underlying formations, is illustrated in
cross - sectional format on Map 9 and Map 10. The lands to be affected
by underground mining over the life of the operation are shown in
detail on Map 7. The map shows the estimated extent and sequence of
underground mining areas in five -year increments for the projected
mine life.
Mine Facilities
Construction of all proposed mine facilities will be initiated and
completed during the first permit term. In the proposed area for
facilities construction there are no existing structures that will be used
or modified for use by the operation, nor are there any structures to
be removed for installation of the facilities.
The main facility area surrounding the mine portals will include
structures for offices, bathhouse, shop, warehouse, all coal handling
and sizing structures, and other support facilities such as electrical
substation, water storage, sediment pond, and topsoil stockpiles.
Adjacent, separate facility areas will contain the mine ventilation
shafts, mine fan, and topsoil stockpiles. Descriptions of all proposed
structures and facilities are provided later in this section.
2.05.3 -8 Revised 12/04/09, TR -01
