inflows collected by the underground mine water handling system will
discharge to the pond. Pond 1 will release to Chandler Creek through a
discharge point to be monitored in accordance with an approved
NPDES discharge permit.
The pond will be designed to be stable while under construction and
during its use, and to minimize maintenance requirements. Inspections
by a qualified registered professional engineer will be made during
construction, upon completion of construction, and at least annually
during the life of the pond. After each inspection, the professional
engineer will submit a report to the Division documenting that the
pond has been constructed and /or maintained as designed. In addition,
Northfield will perform quarterly inspections by qualified personnel
following construction of the pond. Quarterly inspections will be
documented and retained at the mine site.
Any conditions observed and documented during the pond inspections
that may adversely impact the structural or hydraulic integrity of pond
embankments will be corrected as soon as practicable. This will include
repair of any significant erosion, removal of any excess vegetation
which may hinder inspection or interfere with operation of discharge or
inlet structures, clean -out of discharge structures as required, and
removal of excessive accumulations of sediment as necessary. These
measures will ensure that the pond continues to function as designed
and maintain required storm retention capacity.
Pond sediment will be removed periodically when measurements
indicate that the level of sediment impedes the designed hydraulic
function of the pond. The sediment will be hauled and placed in the
waste pile where it will be spread to dry prior to incorporation into the
waste material. Sediment material may also be hauled off -site to be
used for fill material upon approval from the Division.
Pond 1 will be removed and reclaimed when no longer required to
support mining and reclamation activities. Upon completion of
reclamation and establishment of vegetation on related disturbed
areas, Northfield will request a reclamation success determination from
the Division. The pond will be removed after the Division concludes
that the vegetation success standards have been achieved.
Reclamation of the pond will involve draining any impounded water,
removal of discharge or spillway structures, removal and disposal of
any significant quantities of sediment, and grading of the pond
embankment into the pond basin. The pond area will then be regraded
to blend with surrounding reclaimed and undisturbed terrain, topsoil.
replaced, and all disturbance revegetated.
2.05.3 -25 Revised 12/04/09, TR -01
