• COLORADO DEPARTMENT OF HEALTH, Water Quality Control Division <br />Rationale - Page 3. Permit No. CO-0038024. <br />IV. PACILITY DESCRIPTION <br />B. Wastewater Treatment Description <br />Discharge point 024 will consist of a vertical hole drilled to an <br />underground sump that will collect water from longwall workings (the <br />coal face). This water will be pumped out to the surface, and will <br />eventually discharge to Red Wash or an unnamed drainage. Rip-rap will <br />be used near the discharge point to reduce erosion. Treatment will be <br />provided by the underground settling sump. <br />There are two chemicals used during the mining process which might end <br />up in the discharge: Solcenic-2 and limestone. Solcenic-2 is an oil <br />used far testing equipment at high pressures. Limestone Sa used for <br />coal dust suppression. Oil aad grease sampling will be required to <br />monitor the presence of Solcenic-2: no additional monitoring will be <br />required for the limestone. <br />V. PERFORMANCE HISTORY <br />A. Monitoring Data <br />• 1. Discharge Monitoring Reports: This is a new discharge point, thus <br />no monitoring data is available. <br />2. State Sampling: There are no state sampling results available for <br />this discharge point. <br />VI. TERMS AND CONDITIONS OF PERMIT <br />A. Effluent Limitations <br />In developing suitable effluent limitations, the Division must review <br />all applicable standards and regulations and apply that which is more <br />stringent. This review includes, but is not limited to, the water <br />quality standard based effluent limitations, federal guidelines and <br />standards (.40 CFR Subchapter N) and State Effluent Regulations <br />(10.1.0). Such a review has been dose for the new discharge point. <br />The applicable limits are the same as for 023, and are listed below. <br />In the original Rationale it was determined that Best Practicable <br />Control Technology (BPT) and Best Available Technology Economically <br />Achievable (BAT) are applicable to this facility, as they are the most , <br />stringent. These regulations are taken from the Coal Mining Point <br />Source Category, 40CFR 434. The applicable sections within this <br />regulation are Parts 434.42, 434.43, and 434.45 for active mining <br />areas. For outfall 024, the storm water ezemption does not apply. <br />.
