COLORADO DEPARTMENT OF HEALTH, Water Ouality Control Division <br />Rationale - Page 2. Permi[ No. CO--0 038024. <br />IIZ. RECEIVING STREAM: <br />A. Identification, Classification and Standards <br />1. Identification: Outfall 24 discharges to Red Wash, and an unnamed <br />drainage to the White River, segment 13e of the Wnite River <br />Suo-basin. <br />2. Classification: These stream segments are classified for the <br />following uses: Recreation, Chas 2; Aquatic Life, Class 2 (Warm): <br />Agriculture. <br />3. Numeric Standards: The standards which have been assigned in <br />accordance with the above claseificationa can be found in 3.7.0, <br />Classifications and Numeric Standards for the Lower Colorado River <br />Basin (5 CCR 1002-8). It should be noted that this facility does <br />not die charge pollutants which are limited by water quality <br />standards with the exception of pH. <br />B. Receiving Water Data <br /> <br />1. Stream Low Flow: The floes which will be used to calculate • <br />effluent limitations are acute flows, those that occur for one day <br />every three years (lE3), or chronic, those that occur for thirty <br />days every three years (30F3). These flows have been determined by <br />the Water Ouality Control Division and are as follows: <br />Red Wash: Type Flow <br />Acute (lE3): 0 MGD <br />Chronic (30E3): 0 MGD <br />2. Impacts on Downstream Water Supplies of Other Receiving Waters: <br />The amendment is for discharge of effluent which is very similar to <br />effluent currently being discharged at the facility, and so no <br />additional effects are expected on any downstream segments. <br />IV. FACILITY DESCRIPTION <br />A. Purpose of Amendment <br />The facility is an underground coal mine. During operation, water is <br />generated from several sources, including mine water and storm runoff, <br />as listed in the original Rationale, dated October 14, 1988. <br />By letter of September 22, 1989, the permittee has requested an <br />amendment to their permit to add another discharge point, 024. This • <br />point will be used strictlq for discharging underground mine water <br />(from the same source used for 023), and therefore does not come under <br />the storm runoff provision. <br />
