Testing of liner performance by this method is warranted <br />before implementing an expensive, possibly short-term solution of liner replacement. Liner <br />replacement is expected to exceed a cost of $185,000, and may not be the most cost-effective method to <br />address the hydrologic balance considering OOSI's investigation into other means to treat or manage <br />the water. <br />The proposed Evaporation Pond monitoring program will consist of bi-monthly (twice per month) <br />inspections of <br />1. The leak detection vault, <br />2. Maintenance of the automated pumping system, <br />3. Flow measurements of the leak detection pipes, <br />4. Flow measurements of the retort water discharge to the pond, and <br />5. Liner integrity, including the repaired locations. <br />In addition, water levels in the vault, if present, will continue to be electronically recorded by the <br />installed pressure transducer. Data will be transmitted to the DRMS on a monthly basis. <br />Please consider this preferred alternative.
