No excessive erosion was evident at the MDW pads inspected. Each MDW pad is a Small Area <br />Exemption as allowed by Rule 4.05.2(3). Sediment control measures employed at the MDW pads <br />include earthen berms, straw waddles, and straw mulch. Brush from grubbing each pad is placed at the <br />toe of the outslope of material that is pushed downhill from each pad. This brush stabilizes soil, <br />reduces runoff velocity, and acts as a sediment filter. <br />Processing Waste <br />Construction crews were active on top of the Lower Refuse Pile in the Main Surface Facilities Area <br />where the coal processing plant is being constructed (work approved in Technical Revision 118). <br />Construction crews were also active on the Refuse Pile Expansion where the Refuse Conveyor is being <br />constructed. <br />Support Facilities <br />No problems were found at the panel E-1 MDW sites that were inspected: 8,11.5, 26.5, 30, 31.5, 34, <br />38, 42 (or 41.5), 51, 52, and 54. There also were no problems found at MDW E2-38. No signs of <br />spills or soil contamination were found where MDW equipment is in place on MDW pads. Operating <br />equipment on MDWs is enclosed by 6-foot high chain-link fence. <br />Topsoil <br />Topsoil stockpiles appeared in good shape at the MDW sites inspected with no signs of excessive <br />erosion and no weed problems. <br />General Mine Plan Compliance <br />The amount of disturbance at each MDW pad appeared to be the minimum necessary for conducting <br />drilling operations. <br />Subsidence <br />No evidence was found that indicates subsidence-caused rockfall in sandstone outcrops over the west <br />end of Panel E-1, as those outcrops were observed from a distance (see photo below). Subsidence <br />cracks were found in the surface of the USFS Horse Gulch Road over the recently undermined west <br />end of Panel E-1 (see photo). These cracks appeared similar to those that have been found in the past <br />in roads over other longwall panels and which healed over a period of a few weeks (for example, the <br />main Sylvester Gulch Road where it is near B-seam panel 25). <br />Documents Received <br />None. <br />4
