Dave Berry Letter Description Location of Answer
May 18, 2010
Ouestion #
4
Reclamation Plan must include a
detailed material balance assessment of
the topsoil, subsoil and soil substitute
materials already salvaged and
stockpiled on the Morgan property.
The use of separately salvaged Lift A
and B will be maximized.
See subsection 9.0 Topsoil
Storage in Section
2.05.4(2)(d) and Table
.2.05.4(2)(d)-2, showing the
topsoil stockpile quantities.
Subsection 10.2.1 has the
topsoil balance calculations
for the prime farmland on the
Morgan property. Table
2.05.4(2)(d)-6 shows the
numerical soil balance for the
Morgan property, along with
Map 2.05.4-4.
5
The material balance on the Morgan
property must be assessed to ensure
that final grading will allow irrigated
cropland as the post-mining use in
accordance with the landowner's
direction.
6 All sections of the permit must be
reconciled to provide consistent
content compliance with all
requirements. Although the land issues
are extremely complex and
voluminous, WFC has tried to provide
this reconciliation among all sections
of the permit.
Section 2.05.4(2)(c)
Backfilling and Grading
shows that the Morgan
property is restored to
Approximate Original
Contour, and will actually be
better due to uniform grading,
rock picking and uniform
distribution of soils. Map e
Attachment 2.05.4(2)(e)-9,
which includes NRCS
calculations. Correspondence
with landowners is included
in Attachment 2.05.4(2)(e)-
10.
Throughout the entire PR-06
submittal.
14
