OF <br />RECLAMAT0 ! iv<: tw,,G & SAFM <br />RE: Completion report for the Riverside Parkway 111c Permit Number M-2007-005 V <br />Dear Mr. Marshall, <br />The City of Grand Junction obtained a special 111c Construction Materials Reclamation Permit in 2007. <br />Mining of the borrow source was conducted from January to September of 2007, and the material was <br />used to construct the bridge abutment fills located nearby at the 5th Street and Riverside Parkway <br />Interchange. Reclamation operations at the borrow site are now complete and the City is requesting <br />that the permit be inactivated. This report will provide additional details regarding the reclamation <br />work that has been completed. <br />Property Ownership: <br />The permitted borrow site is located entirely on property owned by the City of Grand Junction. The <br />contact person for questions regarding this site is the Public Works and Planning Director, Tim Moore, <br />and he can be reached at (970) 244-1557. <br />Mining Operations: <br />Mining operations ceased in September 2007. All mining operations have been completed at the site. <br />Reclamation Operations: <br />The first step of the reclamation work involved grading the site to its final contours and was completed <br />in 2008. The excavated area followed the contours of the underlying claystone layer. All remaining <br />slopes have been graded to a 3 to 1 or flatter. <br />There was no overburden suitable for reclamation at this site. The remaining soils left after the mining <br />operation were deficient in nutrients necessary for the native, dryland grasses to be planted. <br />Therefore, a suitable plant growth medium was developed by blending remaining soils with organic <br />compost material to a depth of 6 inches. Approximately 6,000 cubic yards of class 'A' organic compost <br />material from the Mesa County Compost Facility was hauled to the site during 2008 and 2009. <br />The major phase of the reclamation activity was completed during November of 2009. The compost <br />was evenly spread across the site to a depth of 2 to 2 % inches. Then the compost was incorporated <br />into the top 4 inches of existing soil by means of tilling and disking, creating an even and loose seedbed <br />with an average depth of 6 inches. Fertilizer with an 18-46-0 composition was applied at a rate of 250 <br />pounds per acre, and additional humate was applied at a rate of 800 pounds per acre.
