J. J. Dudash -12- June 1, 2010
to have been modified to illustrate the limited extraction zones described. Please revise
Maps 14-B and 27 to depict the limited extraction zones for the 1 West Mains.
BRL - Maps 14B and 27 were amended to show the limited extraction zone.
62. According to subsection 2.05.6(6)(c)(i) on page 2.05-144, the subsidence monitoring
program for the Bruce Park dam and Bruce Park landslide will be suspended. Text
regarding the monitoring program has also been struck through on page 2.05-149.
However, page 2.05-158 appears to retain language regarding monitoring of the Bruce Park
landslide. Please review the various monitoring plans for the Bruce Park Dam and Landslide
and verify that the permit text is internally consistent regarding the monitoring efforts
proposed.
BRL - Text regarding the monitoring program for Bruce Park dam and landslide were removed
from page 2.05-158. Additionally, the text regarding monitoring the tightly spaced subsidence
line installed on the edge of panel B-11 was deleted.
63. Because BRL is no longer proposing to mine within one mile of the Bruce Park Dam and
Terror Creek Reservoir, no material damage due to the Bruce Park landslide is anticipated.
Therefore, the Division requests that Section 2.05.6(6)(b)(iii) on revised page 2.05-143 be
revised to reflect this change. The Division also requests that a statement be made in this
same section that, should mining be proposed within one mile of the Brace Park Dam and
Terror Creek Reservoir, the subsidence control plan will be reactivated. The. same reference
should also be added to the appropriate sections of 2.05.6(6) which now discuss the
subsidence control plan, rather than deleting such text. If BRL wants to continue monitoring
of the Bruce Park Dam and the Terror Creek Reservoir on a voluntary basis, an appropriate
explanation should be placed into the text as well, such as on revised page 2.05-158.
BRL - The no material damage due to the Bruce Park landslide statement was added to page
2.05-143. The "should mining be proposed within one mile of the Brace Park Dam ...."
statement was added midway through the first paragraph on page 2.05-144.
Section 2.10 Maps and Plans
64. Please revise the currently approved Maps 11, 14 and 27-B to show that the new permit
boundary extends to the west.
BRL - The approved maps with new permit boundary are enclosed. Map 27-B was updated to
shown 2006, 2007, 2008 and 2009 subsidence features as show in the 2009 annual subsidence
report. Historical subsidence features can be found in prior subsidence reports.
Section 3.02.2 Determination of Bond Amount
65. Attached is the Division's reclamation cost estimate for PR-12. The estimate is comprised of
eight tasks (a summary sheet and tasks 251-257) and represents an increase in liability of
$45,039.00. This estimate included the transfer of three exploration holes (BRL-1-03-01,
BRL-1-08-01 and BRL-1-08-04), drill pads, light use roads, topsoil replacement and
reseeding from the Bowie No. 1 Mine permit into the Bowie No.2 Mine permit. The original
Bowie No. 1 Mine revisions were TR-4 1 and TR-49. The Division's estimate is more than
the one submitted by BRL because the Division updated the costs for the tasks from TR-41
and TR-49 in the PR-12 estimate. Please inform the Division in writing whether or not this
estimate is acceptable to BRL.
