Colowyo C-1981-019 <br /> 18 May 10 <br /> Pg 6/7 <br /> General Mine Plan Compliance (cont.): - The 115 excavator operation was removing <br /> 131-Seam overburden in the South Taylor box-cut area. As stated above, the <br /> overburden material is being hauled to the final cut of the Section 16 Pit. <br /> Revegetation/Reclamation Success: - The 2009 East and West Pit reclamation areas <br /> are both stable and in overall good condition, as stated above in "Backfilling and <br /> Grading". The vegetation in these areas is just starting to germinate. The new growth <br /> appears to be very uniform, with no large bare spots seen. These areas will continue <br /> to be monitored over the summer. <br /> Slides and Damage: - As briefly stated above, the large gully area in the 2007 2008 <br /> East Pit reclamation (that has been noted in several previous inspection reports) has <br /> created a problem for the upper area of the 2009 East Pit reclamation, with fairly <br /> extensive rilling in the area. This gully area will need to be repaired early this summer. <br /> Colowyo will need to come up with a detailed plan for the repair and monitoring of <br /> this area. The repairs will likely require Colowyo to first strip off the topsoil, then <br /> repair/regrade the area, replace the topsoil and reseed the area. <br /> Slides and Damage (cont.): - In the 2010 Midterm Review (question #22, dated 10 <br /> May 2010) the Division has requested that Colowyo submit a rill and gully plan. This <br /> plan is required no later than 25 June 2010. The question from the 2010 Midterm <br /> reads as follows: <br /> Currently, Colowyo does not have a rill and gully plan in their permit, as <br /> required by Rule 4. 14.6. Given the fact that there are several areas at the <br /> Colowyo Mine that have extensive gullying that has not healed itself or been <br /> fixed by the operator, the Division requests that Colowyo include a detailed rill <br /> and gully survey and remediation plan in their permit. The plan should include, <br /> at a minimum: <br /> a. A plan to perform (at least yearly) rill and gully monitoring and <br /> reporting, with reporting to be completed each spring and a final <br /> report submitted to the Division no later than 15 June of the <br /> monitoring year. <br /> b. A map or plate showing the rill and gully area(s) in detail. <br /> c. A plan for remediation of the rill and gully areas) including a <br /> timeframe for the remediation work(which must be completed in the <br /> some calendar year as the monitoring and reporting). <br /> d. A Description of the topsoil salvage and replacement activities for the <br /> rill and gully remediation area(s). <br /> e. A plan for reseeding the rill and gully remediation area(s). <br /> f. A plan for continued monitoring and reporting of the rill and gully <br /> remediation areas) in future years. This plan should include a <br /> minimum timeframe for continued monitoring to ensure successful <br /> remediation. <br />
