Please review the referenced chart and correctly describe the volumes of temporary
overburden that are proposed to be stockpiled on the East Taylor Fill, West Taylor
Fill, final cut area of the Section 16 Pit and Section 16 Pit reclamation. Please
include a chart and description of these volumes in the text under Rule 4.09 -
Disposal of Excess Spoil, which begins on Page 20 (South Taylor/Lower Wilson-Rule
4, Page 20) in Volume 12.
Response: The chart below reflects the original temporary stockpile volumes approved
with PR-02 and indicates the changes to the temporary stockpile volumes requested by
TR-81.
Temporary Fill
Volumes
PR-02
TR-81
Section 16 Fill 13, 315, 915 0
West Taylor Fill 0 9,173, 000
East Taylor Fill 29, 849,199 40, 900, 000
Total 43,165,114 50, 073, 000
17. In Colowyo's response to incompleteness question 1 (the Division's 14 September
2009 Incompleteness Letter) a chart is included that shows permanent and temporary fill
volumes for the East and West Taylor Fills and the temporary overburden stockpiles. A
reconstruction of the permanent fill volumes (from the 7 December 2009 Colowyo response
letter) is shown below.
Permanent Fill
Volumes
PR-02
TR-81

West Taylor Fill 49,934,000 10,000,000
East Taylor Fill 20,409,000 50,000,000
Total 70,343,000 60,000,000
The Colowyo chart does not match the volume information contained in the Colowyo
Permit. The approved text on Page 20 (South Taylor/Lower Wilson-Rule 4, Page 20)
states "The East Taylor Fill will contain approximately 50 million yards of permanent out-of-
pit spoil and the West Taylor Fill will contain approximately 10 million yards of out-of-pit
spoil." The proposed text from TR-81 states "The East Taylor Fill will contain approximately
20.3 million yards of permanent out-of-pit spoil and the West Taylor Fill will contain
approximately 50 million yards of out-of-pit spoil." It appears as though the labels on the
columns of the Colowyo chart were transposed. Please verify and correct the volumes
for the East and West Taylor Fills. Please include a chart and description of the
permanent fill volumes in the text under Rule 4.09 - Disposal of Excess Spoil, which
begins on Page 20 (South Taylor/Lower Wilson-Rule 4, Page 20) in Volume 12.
Response: Please refer to chart below which provides the volumes of the East and West
Taylor Fills. We have also revised the text of the discussion regarding Rule 4.09 Disposal
