RULE 2 - PERMITS • Parking lots, fences, roads, and ancillary structures (including culverts) associated with the • previously mentioned features /structures • A security building will be constructed at the boundary to the property. The security building will be a 12 x 40 foot wood -frame structure on a 15 x 45 foot, 4 -inch thick concrete slab. Mine facilities in the north end are currently bonded under the former Seneca II Mine. On approval of the PSCM Permit, the performance bond for these facilities and the associated disturbance areas will be transferred to the SCCC. A description of those features /structures and the associated bond amounts are presented in Exhibit 2.05.3 -E1, Mine Facilities (North End) Details. The southern portal area and related surface facilities are located in the W 1 /2 of Section 2 and the El /z of Section 3, T6N, R87W, and in the W'h of Section 35 and the El /2 of Section 34, TSN, R87W adjacent to Little Grassy Creek. All facilities have been located to maintain a minimum buffer zone of 100 feet between the facilities disturbance limits and Little Grassy Creek. An oval pit will be excavated to expose the Wadge Coal Seam, develop a face -up area, and provide access to the coal seam and mine portals. The perimeter of the face -up area will be marked with signs warning persons entering the area that blasting may occur. Warning signs will comply with applicable provisions of Rule 4.02, and will be maintained so long as the associated dangers exist. Four portals and main entries will be established for mine access: • Intake Air • Men and Material Access (temporary belt for initial development) • • Belt -Entry • Return Air (main exhausting fan) Overburden material, excavated from the face -up area will be used to build pads to the north and to the south of the face -up area which will be utilized as the coal stockpile area and mine facility area. Other mine facilities will be located in close proximity to the face -up and coal stockpile areas, as shown and listed on Map 2.05.3 -M1A, Mine Facilities Map (South End). The southern portal area surface facilities are projected to include: • Mine Access Roads • Covered Storage Buildings • Material and Equipment Storage Yards • Fuel and Oil Storage Areas • Topsoil Material Stockpiles • Overburden Stockpile w/Roads • Mine Ventilation Systems • Mine Portal Heaters • Compressor Building • Rock Dust Tanks • Transfer Building • Coal Stockpile w/ Roads PSCM Permit App. 2.05 -12 Revision 12/17/09
