that Prime Farmland only exists if "the soil qualities, growing season, and moisture supply are those
needed for the soil to economically produce sustained high yield of crops when proper
management, including water management, and acceptable farming methods are applied." This
letter is attached to this section.
See Map 2.04.9 -1 and Table 2.04.9 -6 for all prime farmland soils identified in the permit area.
The areas of prime farmland soil in the permit area are discussed below:
1) There are 4.66 acres of 98A soil on the very north edge of the western WFC property, near the
floodplain of Tuttle Draw. This area was classified as Irrigated Pasture in the 1998 Pre -Mine Land
Use Study. Part of this area was excavated to construct a pond during 2007. The topsoil from this
excavation can be seen on Mao 2.04.9 -2. The area was determined to be contain prime farmland
soil by the NRCS. 6 ice WFe has moved the rr gatio i water ava 'able fro - n th prove ly (I _2
shares) to a iothe v. operty north of the perm t area, a id s ce the ai ea of p , te fe 11 l ei Id soi i s
so sma th s area wil be reels red to di yland pasture a the so is wil be restored to
poteMisI will reclaim this area as Irrigated Pastureland under DRMS prime farmland
standards.
?Due to the Iona term presence of Pond 013 on
site the Irrigated Pasture area will be constructed on the east side of the area shown on the pre -
mine map. The final area of reclaimed IP in this area will be 3.79 acres. The total Prime Farmland
area will be 4.64 acres including area that is not disturbed as Part of mining. (See Maps 2.04.9 -2
and 2.05.4 -5
2) There are 87.11 acres of 98E mapped within the permit boundary on the Morgan property that
are considered prime farmland soils. The fields southwest of the intersection of BB Road and 2700
Road have sufficient prime farmland soil such that the entire area of fields is considered prime
farmland soil (total of 107.96 acres). These lands are entirely owned by Morgan. As is seen from
map 2.04.9 -1, some soils in these fields are not prime, but all fields in this area will be considered
as such for reclamation. Although Western Fuels has mined the eastern portion of the area prior
to the prime farmland soil designation, all prime farmland soils on the Morgan property will be
restored to prime farmland soil standards.
3) In the area north of BB Road and west of 2700 Road, an area of 4.46 acres of 98E soil exists
on the northern edge of the Benson property. Although this soil is prime farmland soil, the land is
not considered prime farmland soil by the NRCS since it was not managed as cropland in the past
(Revisal Sept 09) 2.04.3 -18
