Dear Ms. Sartori:
This letter is in response to your letter dated April 26, 2010, requesting an amendment to the
approval of the Lafarge West, Inc. 's ("Lafarge") South Platte Combined Substitute Water Supply Plan
("SWSP") dated October 27, 2009. The purpose of this amendment is to include five wells at the
Lupton Lakes (Riverbend, East), M-04-078 site. All other consumptive uses at the Lafarge's South
Platte sites will remain the same as in the October 27, 2009 approval.
Due to water quality issues, Lafarge uses water from five wells at the Riverbend East site for
washing material and dust control of road and stock piles. Lafarge will pump water for industrial uses
from the following wells: 1657-RR (WDID 0208500), 2819-FR (WDID 0208639), 19944-RR (WDID
0205187), 20317-RR (WDID 0207417) and 20583-R (WDID 0205190). All of the wells are located
within the gravel permit boundary in sections 18 and 19, Township 1 North, Range 66 West, 6th P.M.
Well Nos. 1657-RR, 2819-F, 19944-FR, 20317-R and 20583-R are permitted for irrigation purposes
and they are included in the Ground Water Management Subdistrict of the Central Colorado Water
Conservancy District ("Central GMS") augmentation plan approved by the Division 1 Water Court in
case no. 2002CW335. The Applicant has submitted well permit applications to permit the wells also
for industrial use. The proposed source of replacement water to cover the industrial depletions from
these wells is fully consumable water leased from the City of Aurora ("Aurora").
Depletions
Lafarge will pump a total of 200 acre-feet from April 2010 through October 2010 from a
combination of the five wells on the property. Lafarge anticipates pumping 33 acre-feet for dust
control and 167 acre-feet for aggregate washing based on the following schedule:
