III. COMMENTS - COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made <br /> during the inspection. Comments also describe any enforcement actions taken during the inspection <br /> and the facts or evidence supporting the enforcement action. <br /> Ridgeline Access Road <br /> • From PM-15 on "G" Road up to a point east of PM-3 on the Ridgeline Access Road, a series of rock <br /> checks has been installed along the inside road ditch, but the ditch has scoured up to 6" between <br /> checks, and maintenance is warranted. Design for most of this segment specifies gravel lining, but <br /> based on scour observed larger riprap may be warranted. Please regrade the ditch and install riprap <br /> as warranted to control erosion. <br /> • Culvert PM-3 partially blocked at outlet; cleanout required. <br /> • The ditch segment southwest of the culverted E-1 channel (PM-7 on Exhibit 20-2, but PM-5 on 13-26.1A <br /> "As-Built")shows minor scour; TRM or riprap installation appears to be warranted. <br /> • A section of the road segment between Culverts PM-6 (006 Gulch Channel)and A-5 (006-S1 Channel) <br /> was modified/reconstructed in association with regrading of a slide affected reclaimed slope in the <br /> immediate vicinity. Erosional scour was noted along a segment of the inside road ditch up-gradient of <br /> Culvert PM-6, which appears to have been steepened as a result of the slide repair grading and <br /> associated road reconstruction. Please install TRM or riprap as warranted to stabilize the ditch <br /> segment southwest of Culvert PM-6. <br /> • The culvert near the intersection with Road "J" (PM-13)was partially constricted at the inlet end, <br /> and needs to be repaired or replaced. <br /> Light Use Road LU-1 <br /> • The road has only recently dried; maintenance grading will be necessary to eliminate ruts along the <br /> steep segment up to the substation. <br /> Power Line Maintenance Route <br /> • This is not an officially designated road, although the status is to be addressed in TR-68. There is a <br /> relatively well defined 2-track along the corridor from the substation west along the SCC power corridor <br /> along a narrow ridgeline for approximately 2000 feet(designated as a "ranch road" on Exhibit 12-2). <br /> Beyond that point, the ridge widens out, the slope steepens, and the 2-track has been largely filled in <br /> with grass and brush, only faintly visible in most areas. The length of the corridor was walked, and no <br /> erosion or other problems were noted along the route. <br /> Haul Road"A" <br /> • Culvert Y-2 at the junction of Road "A" and LU-2 (Shop Facility Road),was partly crushed at the <br /> outlet; maintenance warranted. <br /> • Culvert Y-3 (facility access southeast of Y-2) partially blocked at inlet and outlet, cleanout <br /> warranted. <br /> • Culvert A-3(adjacent to Check Pond T-2) partially blocked at inlet and side scour noted along outlet <br /> channel down to check pond. Culvert inlet cleanout and outlet channel maintenance warranted <br /> (grading and additional TRM installation). Check pond T-2 held water; surface level approximately 1' <br /> below spillway elevation. <br /> Mine Entrance Haul Road <br /> • Minor scour observed along Section of Ditch ME4, upstream of culvert ME-2. Installation of check <br /> structures or other stabilization measures appears to be warranted. <br /> 4 <br />
