The Colorado Division of Reclamation, Mining and Safety (Division) has finished is adequacy review of
Permit Revision No. 12 (PR-12) for the Bowie No 2 Mine. The following are the Division's questions and
comments. In addition, the Division forwarded comment letters from the Office of Surface Mining, Bureau of
Land Management and the Colorado Historical Society to Bowie Resources LLC (BRL) in a letter dated March
31, 2010.
Section 2.03.4 Identification of Interests
1. Concerning Section 2.03.4(7), there are three inconsistencies between the list of surface owners on
revised pages 2.03.4-6 in the permit application and the list of surface owners shown on revised Map
1. The inconsistencies are for the landowners numbered 05, 12 and 20. Please rectify the two lists.
2. On revised Map 1, there are four landowner names, numbered 09, 13, 18 and 28, that appear in the
map list but whose properties are not shown on the map. Please rectify the map list with the map.
Section 2.04.3 General Requirements: Site Description and Land Use Information
Concerning Section 2.04.3(1) of the Bowie No. 2 permit application, please include the pertinent
environmental resources background information from the Bowie No. 1 permit application that
appears on pages 1 and 2 of Section 2.04.
4. As required by Rule 2.04.3(2)(a), please add a narrative to this section that supports land uses for the
current and western expansion permit areas. Please include the relevant narrative from pages 2, 3 and
4 of Section 2.04 of the Bowie No. 1 permit application.
5. Please update Section 2.04.3(4), if appropriate, if Delta County now has land use regulations that
apply to the Bowie No. 2 Mine and to the transferred permit area of Bowie No. 1.
