(Page 2) <br />MINE ID # OR PROSPECTING ID #: M-1981-202-SG <br />INSPECTION DATE: 5/4/2010 <br />OBSERVATIONS <br />INSPECTOR'S INITIALS DMC <br />This partial inspection was conducted on May 4, 2010 at approximately 9:30 a.m. in response to a request made to <br />DRMS by Steve Anthony, Garfield County Road and Bridge Vegetation Manager, in order to address a possible problem <br />with noxious weeds existing at the site. <br />The Silt Pit is a 112c sand and gravel operation located approximately one mile southwest of Silt, just south of Interstate <br />70. <br />A significant noxious weed infestation was observed on-site, consisting primarily of hoary cress ("white top") and <br />knapweed. The weeds have infested disturbed areas, gravel and topsoil stockpiles, with the primary area of concern <br />being the ridge of material along the south permit boundary area adjacent to County Road 311 (see photographs <br />included at the end of this report). This area should be sprayed for noxious weeds with the appropriate herbicide(s) <br />immediately. Additionally, it is recommended that the Operator perform efforts annually in the spring and the fall to <br />better control noxious weeds, and to document these efforts in annual reports submitted to DRMS. <br />The Operator stated that asphalt recycling was, and will continue being conducted at the site. Stockpiles of processed <br />and unprocessed asphalt were observed on-site during the inspection. These operations are not currently included in <br />the approved reclamation permit. Continuance of asphalt recycling operations will require the Operator to submit a <br />Technical Revision to DRMS to revise the current permit to include the asphalt recycling operations. The Operator must <br />state the maximum amount of unprocessed asphalt that will exist on-site at any one time, and the costs for removal and <br />disposal of the unprocessed asphalt must be included in the reclamation bond held by DRMS. <br />No additional problems or violations were noted during this inspection. <br />Responses to this inspection report should be directed to Dustin Czapla at the Division of Reclamation, Mining and <br />Safety, Grand Junction Field Office, 101 South 3rd Street, Room 301, Grand Junction, Colorado 81501, phone number <br />(970) 243-6299. <br />Inspection and Enforcement Contact: Cc: <br />Fred Frei ?
