As per your <br />instructions, I reviewed the materials specific to the Rules and issues associated with <br />general subsidence. Although it appeared that Terror Creek and the WAPA power line <br />were part of PR-12, based on my review, I believe that the operator adequately handled <br />those features in TR-65, which may not be approved at this time. My comments specific <br />to PR-12 are found below. <br />The operator has provided the information required by Rule 2.05.6(6)(b) [worst possible <br />consequences] for the Stevens Gulch road, Stevens Gulch, and the Pitkin Mesa <br />pipeline. They have also included information required by Rule 2.05.6(6)(b)(iii)(B) [a <br />subsidence control plan]. The features are shown on revised Map 9, Hydrologic <br />Monitoring Locations and adequately described as required. <br />The Stevens Gulch road will be subsided and the applicant states the road is protected <br />where severe damage would occur by limited extraction (page 2.05-137). <br />1. The Division does not agree that Stevens Gulch road is protected by limited <br />extraction areas from activities as proposed under PR-12. Permit text on page <br />2.05-141 accurately describes the subsidence consequences and mitigation <br />for the Stevens Gulch road. Please correct the permit text on page 2.05-137. <br />2. Please add permit text discussion at the bottom of page 2.05-142 regarding <br />the subsidence consequences and mitigation to any loss of surface water flow <br />in Stevens Gulch. <br />The applicant has provided adequate information regarding the Pitkin Mesa Pipeline in <br />compliance with Rule 2.05.6(6)(f) [subsidence control plan].
