(Page 2) <br />MINE ID # OR PROSPECTING ID #: U-9005-.039 <br />INSPECTION DATE: d/30.41 0 INSPECTOR=S INITIALS: MAC' <br />OBSERVATIONS <br />The inspection was conducted by Michael Cunningham of the Division of Reclamation, Mining and Safety <br />(Division). Casey Sprague, representing Sprague Scraper Service, Inc., was also present for the inspection. The <br />Sprague Scraper Service Pit is located 16 miles north of Yuma, Colorado. The site is permitted for 9.9 acres and <br />the post-mining land use is cropland. <br />This inspection was conducted as part of the Division's regular monitoring program. The permit sign was posted <br />at the entrance to the mine site and the boundary of the affected area was clearly delineated per Rule 3.1.12. The <br />site was not being mined at the time of the inspection. Mining has commenced on the west side of the site and is <br />progressing to the east. The disturbed area was traversed with a Trimble GeoXT GPS unit. Following the <br />inspection, the data were downloaded into Pathfinder Office 3.10 software and the total disturbed area was <br />found to be 6.13 acres. The pit is approximately 3.7 acres in size and the remaining 2.43 acres have been <br />stripped of topsoil. The topsoil has been salvaged and stockpiled along the perimeter of the pit. The topsoil <br />stockpile was partially vegetated with annual weeds; however, it did not appear that the stockpile had been <br />seeded. C.R.S. 34-32.5-116(4)(g) states if topsoil is not replaced on a backfill area within a period of time short <br />enough to avoid deterioration of the topsoil, vegetative cover or other means shall be employed so that such <br />topsoil is preserved from wind and water erosion, remains free of contamination, and is in a useable condition <br />for sustaining vegetation when restored during reclamation. The lack of vegetation on the topsoil stockpile has <br />been cited as a problem and will require corrective action by the Operator. The approved Reclamation Plan does <br />not include a seed mix to be used for stabilization of topsoil stockpiles. Therefore, the,Operator will need to <br />submit a Technical Revision to the Division with a permitting fee of $216.00. The Technical Revision shall <br />provide a seed mix to be used on the topsoil stockpiles. The Technical Revision shall include the following <br />information: <br />i. State the grass species to be planted and the applicable quantities. Specify the quantities of each grass <br />species as pounds of pure live seed per acre. <br />ii. Specify the application method for grass and forb seeding. If the seed is to be broadcast, the application <br />rate shall be twice the rate for seed drilling. <br />The Division recommends the Operator contact the local Natural Resources Conservation Service office for <br />additional information on seeding rates, seed mixes and fertilization. <br />The Division holds a financial warranty in the amount of $9,500.00, which has been determined to be sufficient <br />to complete reclamation. <br />This concludes the inspection. <br />I & E Contact Address <br />NAME: Jeff Sprague <br />OPERATOR: Sprague Scraper Service.
