to the west from the II-W Substation to the mine shop area is owned by Seneca Coal Company and <br />has not been requested for permanent retention within the SL-2 application. The short segment of <br />YVEA owned power line within the South Extension was included in the release request area, but <br />falls within the area to be excluded from the Division's SL-2 proposed approval. <br />Summary and Conclusions <br />The Division has completed its review and evaluation of the Phase I bond release request submitted by <br />Seneca for the Seneca II-W Mine. Specific areas as described in this document that do not meet the <br />criteria for Phase I bond release are listed below and are shown on Figure 2 of this document. <br />Exclusion Areas <br />• South Extension Area 402.85 acres <br />• A Pit Highwall Slump 10.0 acres <br />• Channel 006-NE2 0.23 acres <br />• Channe1006-E1 0.36 acres <br />• Light-Use (LU) Road LU-1 A 0.20 acres <br />• LU-1 0.83 acres <br />• LU-3 and LU-4 2.35 acres <br />• Oil Well Road 0.93 acres <br />• Road `J' 0.94 acres <br />• Culvert I-1 Area 0.03 acres <br />• Scraper Road Exclusion 12.10 acres <br />Total 430.89 acres excluded <br />Based upon a review of the mine permit, the applicant's bond release application, and site inspections, <br />the Division finds that SCC has completed backfilling, grading and drainage reestablishment at all other <br />areas of the Seneca II-W Mine for which Phase I bond release was requested in accordance with the <br />approved reclamation plan. The reclaimed areas included within the original permit area of the SL-2 <br />bond release request have been restored to the approximate original contour of the pre-mining <br />landscape. Slopes conform with post-mining contours as shown on the approved Postmining <br />Topography Map of the permit (Exhibit 20-2) and, with exception of the "A" Pit highwall slump area <br />noted in this report, appear to be stable. Proper blending of reclaimed areas with undisturbed slopes <br />was achieved, with the exception of one noted location where a scraper road at the crest of a graded <br />slope was not properly eliminated. Reconstructed drainages within the original permit area are <br />stabilizing and in good condition, with only a few exceptions noted where further work is required <br />(Channel 006-NE2 and 006 Gulch). Minor hillslope erosion and minor channel erosion was noted, <br />but the extent and nature of the erosion observed this minor erosion is considered a maintenance item <br />to be addressed in the context of the Annual Rill and Gully Plan. The Division finds that Seneca has <br />achieved the requirements for Phase I bond release for 721.9 acres at the Seneca II-W Mine. <br />17
