light use road segments proposed as permanent roads has not yet been incorporated into the approved <br />permit. A technical revision application (TR-68) addressing permanent retention documentation for <br />various permit area light use roads has been submitted, but responses to adequacy concerns raised by <br />the Division have not yet been submitted. As a result, the light use roads will be excluded from the <br />SL-2 approval decision. <br />A short segment of light use road within the disturbed area near the substation site (LU-IA on SL-2 <br />map figures) was observed during the SL-2 inspection. The road extends along the ridgeline from the <br />curve on LU-1 approximately 500 feet to the northwest, where it ties into an existing ranch road <br />outside of the disturbance boundary. The road is included within the SL-2 application, but it has not <br />been proposed as a permanent road within Permit Attachment 20-2, nor is it depicted on SL-2 Exhibit <br />B. No problems were observed with the road, and the operator has included the short segment for <br />retention within TR-68. Because TR-68 has not yet been approved, the short road segment <br />designated LU-1A will be excluded from the SL-2 proposed decision. <br />Former Haul Roads H and I have been regraded to blend with the surrounding terrain, topsoiled and <br />seeded. Drainage has been reestablished as needed. The reclaimed roads blend in well with the <br />adjacent areas and are stable. <br />One concern noted along the segment of reclaimed Haul Road "I", is that Culvert 1-1 was left in place <br />near the junction of reclaimed "I" Road and reclaimed "H" Road. The culvert no longer serves any <br />apparent purpose, with both roads having been reclaimed. Rule 4.03.1(7) specifies that "...all <br />bridges and culverts shall be removed" as a component of haul road reclamation. As such, a short <br />segment of reclaimed Haul Road "I" will need to be re-disturbed to remove the culvert and regrade <br />the re-disturbed location. The Culvert I-1 area will be excluded from the Division's proposed <br />approval decision for SL-2. <br />Other Permanent Facilities <br />Other facilities proposed within the approved permit for retention and are included within the SL-2 <br />application for the original permit areas include an electric substation and associated power line <br />segments, and various fences associated with grazing management, property boundaries, and shrub <br />plots. Exhibit B of the SL-2 application shows the location of these facilities. <br />All required documentation to support the retention of fencing and electrical facilities has been <br />provided within Attachment 20-2 of the permit. The Division proposes to approve the fencing and <br />specified electrical facilities within the original permit area. The power line approved for retention <br />within SL-2 is owned by Yampa Valley Electric Association (YVEA). The YVEA line extends from <br />RCR-53 across the lower end of "G" Road, then southeasterly up to the II-W Substation (owned by <br />YVEA), then south through the original permit area and a short distance into the South Extension <br />Area to the end of the line. Electrical facilities requested for release within SL-2 are located within <br />the areas that have been final graded. Segments included are the substation site at the upper end of <br />LU-1, the segment of power line that crosses the lower end of the "G" Road disturbance, the segment <br />that crosses through the reclaimed mine spoils south of the substation, and a short segment at the end <br />of the line adjacent to reclaimed Road "I", in the South Extension Area.
