Please indicate if product extraction will be limited to the bed and bank areas of Rock Creek. <br />If extraction is to occur outside of Rock Creek, then please describe the location and extent J"// <br />of the additional extraction. <br />10. The Applicant has stated topsoil will be salvaged from the banks if they are disturbed. Please <br />indicate if topsoil stockpiles will be in place longer than one growing season. Rule 3.1.9(1) <br />states that if topsoil is not replaced on a backfill area within a time short enough to avoid <br />deterioration of the topsoil, vegetative cover or other means shall be employed so that the i <br />topsoil is protected from erosion. If a vegetative cover will be used to stabilize topsoil <br />stockpiles, then the Applicant must state the grass species to be planted and the applicable <br />quantities. Specify the quantity of each grass species as pounds of pure live seed per acre. <br />11. Please describe how the various stockpiles will be protected from stormwater runoff. <br />12. Please identify the floodplain for a 10-year, 24-hour storm event. O <br />13. Excavations created within ephemeral washes can lead to channel downcutting upstream and <br />downstream of the excavation area. Please describe how County Road 55 will be protected <br />from potential impacts of downcutting. The Operator may consider installing grade control <br />structures upstream of the excavation area to mitigate the impacts of downcutting. The <br />Operator may also limit extraction to the annual bedload yield of rock Creek. <br />14. Please describe how the site will be accessed. Will the Operator create an access road? Will -? <br />there be multiple access points? Will there be a designated load out area? <br />6.4.5 Exhibit E - Reclamation Plan <br />15. The Reclamation Plan states the Rock Creek banks will be graded to 2H:1 V. The Division / <br />recommends grading the banks to 3H:1 V or flatter in order to create structurally stable banks. <br />Please commit to grading banks to 3H:1 V or flatter. <br />16. The Applicant has stated the bed of the Rock Creek can be smoothed out. Please clarify if the <br />bed of Rock Creek will or will not be smoothed out. If the Operator chooses to leave <br />depressions in the bed of Rock Creek, then provide the Division with the approximate <br />dimensions of any depressions that will remain upon the completion of reclamation. <br />17. The Applicant has stated the post-mining land use is likely to remain rangeland. Please note <br />that any change to the post-mining land use must be submitted to the Division through a <br />Technical Revision or an Amendment. <br />18. In accordance with Rule 6.4.5(2)(b), please provide a comparison of the post-mining land use <br />to other land uses in the vicinity. <br />19. The Reclamation Plan states no water will be used in conjunction with the operation except <br />when water is present in the creek. Please clarify how water will be used if it is present in the <br />creek. Rule 3.1.6(1)(a) states Operator's must be in compliance with applicable Colorado
