EXHIBIT C - Mining Plan <br />The original Permit Application (Walker Mining and Milling, Inc., 1979) provides a brief <br />description of the mine plan applicable at the time within Exhibit D. Site conditions and <br />operations have changed, therefore this plan replaces the information provided within this <br />historic reference. <br />This amendment adheres to the existing permit-established post-mining land use of 'grazing' <br />as identified by Walker Mining and Milling, Inc., 1979 [reference to Rule 3.3.1.11. <br />The hydrologic balance of the site setting will be maintained and will be compliant with all <br />applicable federal and Colorado water quality laws and regulations (protection of surface <br />water and groundwater). The proposed amended activities will not affect waters of the State <br />of Colorado or create any dredge and fill effects. Detailed information pertaining to the <br />amendment activities as related to the hydrologic balance is provided within Section 2 which <br />was written to address all components of Rules 3.3.1.6 and 3.3.1.7. <br />1. Mine Plan <br />a) Estimated dates that mining will commence and end = Mining began at least as early as 1979. It <br />is anticipated that mining will continue for another 15-20 years. <br />b) Estimated soil salvaged - stockpiled = Not applicable. The site is relatively devoid of surface soil, <br />nor was any stockpiled prior to historic operations. The lack of topsoil, (given the previously <br />disturbed setting and high altitude characteristics of the mine) was previously described and <br />documented within the historic permit documentation (refer to Castle, 1999 and Walker Mining <br />and Milling Inc., 1979). <br />c) Estimate quantity of Waste Rock = Waste rock is actively managed underground and on the <br />surface. A minimal amount is produced and retained since mining activities are designed to <br />target a high-grade vein system. 'Waste' comprises approximately 20% of the total produced <br />material (conservative estimate) and is stored as per previous permit documentation within <br />suitable repositories (refer to Exhibit E, Map E.1). There is no 'new amount' of waste rock to be <br />accounted as part of this amendment. <br />d) Thickness of Deposit to be mined = This information is unknown at this time as mining efforts <br />are focused on tracking a high-grade vein system. The vein has varied from 2' to 6' in width over <br />the past 5 years. The vein is 'tracked' using underground drilling techniques which ultimately <br />design the next phases of underground mining. The mining approach and anticipated ore body <br />would have the same characteristics already described within the existing permit.
