III. COMMENTS - COMPLIANCE <br /> Colowyo C-1981-019 <br /> 12 Apr 10 <br /> Pg 114 ei5� <br /> Below are comments on the inspection. The comments include discussion of observations <br /> made during the inspection. Comments also describe any enforcement actions taken <br /> during the inspection and the facts or evidence supporting the enforcement action. <br /> This was a partial inspection of the Colowyo Mine conducted by Jim Stark of CDRMS. <br /> The inspection was conducted on 12 and 13 April 2010. Ryan Pawlowski of CCC <br /> accompanied me on the inspection. The weather was cool and it was windy and <br /> raining/snowing during portions of the inspection. Most of the snow has melted at <br /> the Colowyo Mine but and the ground was wet and very muddy at the time of the <br /> inspection. The mine was active mining and hauling coal to the loadout. <br /> Roads: - The main haul road/access road was dry at the time of the inspection. The <br /> road is a paved road and is well maintained and in good condition. <br /> - According to Tay Tonozzi, Colowyo has completed the remaining work on the new <br /> South Taylor haul road (approved through Technical Revision 76). Now that the road <br /> is complete, Colowyo must provide the Division with a construction report and the <br /> road must be certified by a registered, professional engineer, pursuant to Rule <br /> 4.03.1(1)(d)(1). This construction report and haul road certification must be submitted <br /> in the form of a Technical Revision. The haul road is partially an in-pit road (the <br /> portion that is within the limits of the West Pit) and partially a haul road that must be <br /> designed and certified pursuant to Rule 4.03.1 . The road was well maintained and <br /> appeared to be stable at the time of the inspection. Colowyo was actively watering <br /> the road at the time of the inspection to help control fugitive dust. No erosional <br /> problems were noted on the road at the time of the inspection. <br /> - With the construction of the South Taylor Haul Road the majority of Haul Road A and <br /> all of Haul Road B have been removed from use for the mining operations. Portions <br /> of these roads remain open for access to the north side of the final cut of the Section <br /> 16 Pit and the East Pit. Colowyo was working on clearing and stabilizing this road at <br /> the time of the inspection. This portion of the road will be used to walk the 103 <br /> dragline to the east side of the West Pit. <br /> - The Sturgeon road was a bit wet but in overall good condition and stable. The <br /> gravel surface remains in place and the Missouri crossings held up well through the <br /> winter and early snow melt and appear to be working as designed. The roadside <br /> ditches were all clean at the time of the inspection. <br /> - The access road in Taylor Draw was wet and muddy in spots but it was in overall <br /> good condition. There was some minor rutting on the road but this is not a problem <br /> at this time. <br /> - The in-pit road to the overburden dumps to the Taylor Fills and the Section 16 Pit and <br /> the roads to the South Taylor Pit area were all dry and being actively watered to <br /> control fugitive dust. The roads were all well maintained and stable. <br />
