• Potential noise from equipment/trucks/mining: Hauling operations only. Mining
activities isolated from area landowners.
o. Weed control during mining operation (submit plan for review and approval to
Routt County Weed Supervisor): Weed control plan submitted as part of the
DRMS/SMCRA Permit Application. Consistent with County and State weed control
requirements.
p. Other permits: CDPHE - APCD (anticipated approval 5/01/2010), WQCD and SPCC
Plan (anticipated WQCD approval 4/01/2010). DRMS - SMCRA Mining Permit
(anticipated approval 6/01/2010), BATF - Explosives Permit (anticipated approval
6/01/2010), MSHA ID (anticipated approval 6/01/2010)
Reclamation Plan:
1. Sketch of existing and final contours, retaining wall(s) and other structures. Post
reclamation land use(s) and locations:
a. Refer to Permit Map - 2.05.4 M 1 Sage Creek Postmining Topography.
b. Postmining land use: livestock grazing, wildlife habitat, and recreational use.
2. Reclamation techniques: Reclamation and Postmine Land Use Plans have been submitted as
part of the SMCRA Permit Application (Sections 2.05.4 Reclamation Plan and Section 2.05.5
Postmining Land Use).
In general, facilities and the associated surface disturbed area will be reclaimed when
they are no longer needed to support ongoing or anticipated future operations. For some
areas, this commitment translates into interim reclamation of areas no longer required for
ongoing operations while active mining and related operations continue in other areas.
For other areas, reclamation will be the final step in the development/mining/reclamation
cycle, once all active mining and related operations have been completed.
Reclamation of the mine surface disturbance area, whether interim or final reclamation,
will involve a logical sequence of activities designed to return the disturbed area to a
configuration and condition compatible with the proposed post-mining land use:
• Removal and salvage or demolition and disposal of any surface structures and facilities
not approved for retention to support the post-mining land use
• Sealing and backfilling of all mine openings and any wells that will not be retained for
monitoring or water supply
• Regrading of the disturbance area to the approved post-mining configuration, with
grading to blend with surrounding undisturbed and previously reclaimed areas and
reestablish effective site drainage
• Construction of designed post-mining drainage channels
• Replacement of available soil resources
- 14-
