It is not clear how the variable <br />replacement plan would appl to the Gossard Loadout and facilit area locations, g iven. <br />the location and landforms in these facilit locations. <br />A short para on pa 2.05-47 notes that prior to 2005, essentiall all reclamation <br />units were covered with an avera of 18 inches of topsoil, with certain noted exceptions. <br />.Presumabl all areas reclaimed in 2005 throu 2009 were subject to 851) avera uniform <br />replacement thickness re but this should be clarified. <br />Please provide narrative clarification in the text on pa 2.05-47 re <br />reclamation units (area/ where the 8" avera uniform replacement thickness <br />applied in the past or would appl in the future. The variable replacement plan <br />would not seem to be applicable to the Goss rd Loadout and mine facilit areas <br />please clarif the replacement plan for these locations. <br />10. [New Item] <br />The Division notes that re spoil suspect levels for electrical conductivit (EQ is <br />">12 ininhos/cm", and that suspect level for pH is "less than 5 or g reater than 9 standard <br />units". These values were approved in the earl 1980's, and likel were based in part on <br />the fact that the reclamation plan entailed replacement of uniform topsoil depths of at <br />least 18" over g raded spoil. The currentl approved avera replacement thickness is 8", <br />and TIC -2 proposed chan would allow for lesser thicknesses under the variable <br />replacement plan. 8.0 mmhos is a more t recommended suitabilit threshold for <br />ran environments where the native soils do not exhibit elevated salinit levels, and <br />a P H suitabilit ran of 5.5 to 8.8 would better reflect t recommendations. <br />
