2. This question in the PAR addressed the need for separate cross - sections for the west Pit <br />and South Taylor Pit areas. Defer to request in Item 1 above. <br />3. This question requested clarification regarding the variable replacement plan as described <br />in the text. Amended text on pages 2,05 -46 and 2.05 -47 adequately addressed the <br />concern. Item Resolved. <br />4. The Division requested that Colovyo either include a current topsoil balance chi <br />addressing the current topsoil balance for various areas within the original permit area, <br />and the South Taylor area. In response, the operator referenced Section 12 of the Annual <br />Deport. In the Annual Report - for Zoo, the applicable Report section is Section 11. <br />Figure 11 -4 presents the topsoil balance as of December Zoo. The information <br />presented in the figure apparently is applicable to the entire mine, and the various <br />acreage, volume, and `average replacement depth available" categories do not distinguish <br />between original permit area and South Taylor area stockpile volumes, acres, and average <br />replacement depths. As described on page 2.05 -47 and other sections of the application, <br />topsoil dandling operations for the South Taylor area are segregated from the remainder <br />of the permit area. Due to the quantities of soil available, average replacement <br />thicknesses are substantially greater in the South Taylor area than in the original permit <br />area locations that remain to be topsoil ed. Because of the referenced segregation with <br />respect to topsoil handling, and the differences in topsoil availability for reclamation <br />between the two areas, separate topsoil balance tracking is warranted. <br />a Please revise the narrative reference on page 2.05-47 to correctly specify Section. <br />11 of the Annual Report. <br />b) Please provide an addendum to Figure 11. 4 of the 2009 Annual Reclamation <br />Deport, to provide topsoil balance M orrnation separately for the original permit <br />area and the South Taylor area. Further, please amend the text one page 2.05-47 to <br />state that, beginning in 2009, topsoil balance information is presented separately for <br />the original permit area and the South Taylor area, in the Annual Report. <br />5 . The Division requested further detail regarding how the operator would ensure proper <br />soil replacement thickness. Narrative was properly amended. Item Resolved. <br />6. The Division requested clarification regarding procedures for topsoil replacement depth <br />verification. On amended page 2.05-48, revised narrative describes soil depth sampling <br />on 5 acre centers, with locations and depth data be recorded and reported in the Annual <br />Reclamation Report. Item Resolved. <br />7. Colowyo properly removed text on page 2.05 -47 regarding the use of the Annual <br />Reclamation Report to address planned changes to the topsoil dandling plan for the <br />subsequent year, and indicated that the revision process would be used for such changes. <br />Ite Re solved.. <br />
