The plan should update where ground water monitoring wells will be <br />installed, please include their location on the Exhibit C Map. The plan must outline the <br />frequency the wells will be monitored, a trigger point for mitigation measures, and the <br />type of mitigation measures that may be implemented. Also include a plan for reporting <br />monitoring data to the Division and notifying the Division if the trigger point is observed. <br />The Operator is encouraged to incorporate portions of the various approved plans for <br />this site if they apply to the current mining and reclamation plan. <br />28.) The Division's records indicate a slurry wall has already been installed and approved <br />by the SEO for the former Sharkey Lake area. This appears to be the location of pond C1 <br />and C2. The approved location and configuration of Sharkey Lake slurry wall differs <br />from proposed location of the slurry ..all for cells C1 and C2. It appears the Operator is <br />currently dewatering and mining this area. If the current slurry wall is <br />breached/disturbed it would no longer protect the surrounding areas from groundwater <br />drawdown during dewatering. Please explain how this will be handled and how <br />hydrologic balance will be protected. <br />29.) The latest annual report for this site indicates there is a 10.10 acre open water <br />pond. Is wet mining occurring at this site? <br />6.4.8 EXHIBIT H - Wildlife Information <br />30.) Please include the Bald Eagle buffer zone on the Exhibit C map. Please remember <br />that no mining can occur within that buffer zone between November 1St to March 15t per <br />the current approved plan. <br />6.4.10 EXHIBIT J - Vegetation Information <br />31.) Are there designated wetlands in new permit area? If so, will they be disturbed and <br />will the applicant need to obtain an Army Corp of Engineers 404 permit? <br />6.4.12 EXHIBIT L- Reclamation Costs <br />32.) The Division will need to hold a financial warranty to cover the cost to reclaim the <br />current level of disturbance and a projection of the future disturbance. The amount of <br />financial warranty to be held for this site will depend on the applicant's response to <br />several of the questions posed by Division in this review. If the operator chooses a <br />phased approach to this project, the amount of financial warranty can be limited. <br />Exhibit L submitted with the amendment application indicates the worst case <br />disturbance at the site will occur during the construction of the embankment around <br />reservoir C1. Given mining is occurring within portions of reservoir Cl; should the <br />Division assume this will be the initial phase of the operation?
