Inasmuch as this entire gulch will be backfilled with overburden, the sloughed <br />material is not a problem and need not be removed, but the operator must ensure that (1) all possible topsoil from the <br />gulch is salvaged prior to further backfilling, and (2) that sediment controls are installed in the gulch to stop sediment <br />transport beyond the gulch and lower permitted area boundary. <br />The outslope of the existing valley fill is a 2:1 slope with a grouted outlet channel. The 2:1 slope does not exhibit good <br />vegetation, and this area should be monitored for the next few years. If it cannot be adequately revegetated, the slope <br />should be reduced. Likewise, all new sloped areas that are proposed to have 2:1 slopes, may have to be reduced to 3:1 if <br />they cannot be reclaimed. At this time, these are not a problem, but they must be monitored. If they are observed to <br />deteriorate in future inspections, they may become problems to remedy. <br />The southern end of the Cugnini property, where it adjoins the Stephenson property, is the current permit boundary and is <br />marked by a fenceline. A triangle of Stephenson's land will be added under this amendment. This area consists of a <br />narrow ridge, which will be mined down about 30 feet in height to match the mining topography planned for Cugnini's land. <br />A little agricultural debris (feed trough, straw, baling wire, chemical jugs, etc) is present along the top of Cugnini's portion <br />of the ridge, and these items will be removed before mining. Please ensure that they are properly disposed of. <br />Also noted along the top of the unmined part of this ridge (Cugnini's) are a couple small patches of knapweed. They were <br />sparse, with few stems from past growth evident, and the species of knapweed was not apparent, but suspected to be <br />Russian knapweed. This permitted area has a noxious weed control plan, and it is considered to be adequate at this time. <br />Because these patches are believed to be fairly young and the permit has a weed control plan on file, this is not <br />considered to be a problem at this time. It is appropriate that the small isolated patches should be eliminated. The <br />operator should review the plan and verify the weed species. The operator must also commence treatment promptly and <br />aggressively to eliminate these weeds, especially before the topsoil is stripped or respread somewhere else. The <br />operator is reminded that all weed treatments and their results are to be included in the annual reports. <br />There are a couple minor gulches in the southeastern side of Mining Area 2 which, according to the mining and <br />reclamation plan maps filed with this amendment, will be filled, though they are not labeled as "valley fills." The outslopes <br />to be created as the gulch filling is completed are shown as 2:1. The operator's attention is called to 2 other notes made <br />previously in this report: (1) that constructed slopes above filled gulches can and do fail, and (2) that if constructed slopes <br />are too steep they may not be successfully reclaimed. As such, the operator should provide better backfilling plans, <br />commit to adequate monitoring, and be prepared to revise the backfilling and/or sloping plans if the present ones do not <br />work. <br />No further items were observed during the inspection.
