Ill. COMMENTS -COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made <br /> during the inspection. Comments also describe any enforcement actions taken during the inspection <br /> and the facts or evidence supporting the enforcement action. <br /> armored and has held up well. A steep section of the lower portion of the ditch is shown in Photo No. <br /> 3. The location of the South Portal drainage pipe that was sealed and backfilled in 2008 remains dry <br /> and stable. There was no drainage evident from the location of the sealed pipe. The South Portal area <br /> was well maintained and no problems were noted during this inspection. <br /> At the UTL loop area, Halliburton's construction contractor was actively working at the Cameo Sand <br /> Offloading Facility. Halliburton is continuing to make good progress here. The wetland areas located <br /> to the southwest of the UTL-1 and 2 Ponds are adequately protected and have not been disturbed(see <br /> Photograph No. 4). Silos constructed for the sand storage facility are shown in Photograph No. 5. <br /> Silt fences are in place and properly constructed above and adjacent to the wetland areas in vicinity of <br /> the storage silos. The entire site is well maintained. An overall view of the UTL loop can be seen <br /> from the North Decline(see attached Photo No. 6). <br /> The North Portals area was inspected. Coal Creek in this area was dry at the time of the inspection. <br /> CRDA waste disposal sites were stable, diversions and perimeter ditches appeared functional. <br /> The North Decline area was inspected. A small amount of groundwater is seeping out of the cut slope <br /> in a few locations along the North Decline Road. At the top of the North Decline road, Mr. Rudy <br /> Fontanari's gravel pit operation was not actively being worked. However, Mr. Fontanari's son with <br /> Western Slope Flagstone was hauling rock and we briefly spoke with him at the gravel pit site. Two <br /> haul trucks were hauling rock from the Flagstone operation at the time of this inspection. <br /> No problems were noted at any of the mine site locations and support facility areas during this <br /> inspection. <br />
