Fourth, there are no dates for the <br />reclamation of any of the four proposed haul roads (the haul road to the Gossard <br />Loadout is not even shown on the map). Fifth, the final year of the Collom Lite Pit is <br />shown as 2031, which is the same year that mining is scheduled to finish, according <br />to Map 23B. Please review the areas and dates shown on Map 29B and correct as <br />necessary and resubmit three copies. <br />32. This item is considered complete. Colowyo has fixed the post-mining topography as <br />noted in the 5 February 2010 incompleteness letter. A detailed review of the <br />proposed post-mining topography, as shown on Map 19C, will occur during technical <br />adequacy. <br />Rule 4 15 7 - Determining Revegetation Success: General Requirements and Standards <br />33. This item is considered complete. The narrative provided in Section 4.15.7 addresses <br />the Division's incompleteness concern. <br />Rule 4.15.8 - Revegetation Success Criteria <br />34. This item remains incomplete. The Division's review and evaluation of various site <br />specific aspects of the revegetation plan, including "prescribed ecological <br />reclamation" and "targeted sagebrush steppe revegetation", along with associated <br />success standards, will require a Revegetation Plan Map overlaid on the proposed <br />post-mining topography, to illustrate how the concepts would be applied on the <br />ground. Such map is also required to demonstrate that plant groupings are distributed <br />in a manner which optimizes edge effect, cover, and other benefits for fish and <br />wildlife, pursuant to Rule 4.15.1(2)(d) and 4.18(5)(i). In order for this section of the <br />application to be considered, complete, a Revegetation Plan Map for the proposed <br />Collom expansion disturbance area will need to be provided. Inclusion of wildlife <br />enhancement facilities on the map would satisfy the map requirement specified in <br />Item 17, above. <br />Rule 4.16 - Post-Mining Land Use <br />35. This item is considered complete. This section references information in Section <br />2.04.3 and 2.05.5. Although additional information will need to be provided to <br />demonstrate Completeness for Section 2.04.3 and 2.05.5, as addressed in Items 5 and <br />16 of this letter, the information provided in Section 4.16 is considered sufficient to <br />deem the Section 4.16 complete. <br />Rule 4.18 - Protection of Fish, Wildlife and Related Environmental Values <br />36. This item remains incomplete. Colowyo will need to address the following items. <br />a. Amended Section 4.18 has not been revised to address specific requirements of <br />4.18(5)(d) regarding restoration, enhancement, or avoidance of habitats of <br />Colowyo Mine C-1981-019 page 9 of 11 8 April 2010 <br />Permit Revision 03 - Collom Permit Expansion
