Rule 4.06 - Topsoil
25. This item is considered complete. Colowyo has provided a narrative in Section 4.06
that minimally addresses this item.
26. This item is considered complete. Colowyo has provided three copies of the Topsoil
Handling Map, Map 28C as required in Rule 2.05.3(5).
Rule 4.08 - Use of Explosives
27. This item is considered complete. Colowyo has included map 26B, which is the
Blasting Analysis Map along with Exhibit 14, Item 8 - Pre-blast Structure Locations.
Pursuant to Rule 4.08.2(1), Colowyo is required to provide written notification to all
residents or owners of dwellings or other structures within one-half mile of the permit
area at least 30-days prior to blasting. While this portion of the pre-blast survey
remains outstanding, it is not required for completeness.
28. This item is considered complete. Colowyo has provided three certified copies of
Map 26B - Blasting Analysis Map-Collom with the PR-03 application.
29. This item is considered complete. Colowyo has provided the requested descriptions
of the oil and gas facilities within 500 feet of blasting. The Division may have
technical adequacy questions regarding these facilities and the blasting plan for the
Collom area.
Rule 4.13 - Contemporaneous Reclamation
30. This item remains incomplete. While Colowyo has provided a brief description of the
operation for the Collom Lite Pit, more detail will need to be included regarding the
sequencing of mining and reclamation for the operation in order for the Division to
evaluate the requested variance from contemporaneous reclamation. The discussion
will need to provide details regarding the mine plan and reclamation plan and the
related 250,000,000 cubic yard temporary overburden stockpile. Colowyo will need
to discuss, in detail, the proposed methods for and timing of the reclamation in order
to ensure compliance with Rule 4.13.
Rule 4.14 - BackfMing and Grading
31. This item remains incomplete. While Colowyo has provided three copies of Map
29B - Spoil Grading-Collom, the map is not complete and appears to be in
contradiction with Map 23B - Mine Plan-Collom Area. First, there are no dates for
the backfilling in the Little Collom X Pit. Second, there are no dates for the regrading
of the facilities area. Third, there are no dates for the final reclamation of the
