The narrative describes active management for wildlife production <br />including water development and use of prescribed fire. <br />Given the emphasis on wildlife production and management in the Collom <br />expansion area, a designation of Fish and Wildlife Habitat as a joint use along <br />with Rangeland is warranted, pursuant to Rule 1.04(71). <br />In order to provide for a complete application, please amend Map 17 and relevant <br />narrative sections of the application to reflect a Rangeland/Fish and Wildlife <br />Habitat land use designation for the major portion of the expansion area. Further, <br />please delineate the proposed Collom expansion disturbance boundary on the <br />map, to document the extent and location of the different land use types in <br />relation to the proposed disturbance area. <br />b. Rule 2.04.3(2)(a) requires a pre-mining land use map, and Rule 2.05.5 requires a <br />map for post-mining land use. Colowyo has submitted Map 17, it is not clear <br />whether this map is intended to represent pre-mining, post-mining or both. <br />"Surface Mined Lands", labeled "M" on the map, is not a designated land use <br />category pursuant to Rule 1.04(71), and does not reflect pre-mining land use or a <br />proposed post-mining land use. In order to provide for a complete application <br />that conforms with regulatory requirements, Pre- and Post-Mining maps must be <br />clearly represented and the "Surface Mined Lands" category must be replaced <br />with the appropriate pre-mining/post-mining land use designations from Rule <br />1.04(71). Retention of the stipple pattern on the map to delineate the extent of <br />actual mine disturbance at specified date is appropriate and warranted, along with <br />delineation of the proposed disturbance area boundary associated with the original <br />Colowyo mine and South Taylor expansion. <br />Rule 2.04.6 - Geology Description <br />6. This item is considered complete. While the Division still has questions regarding the <br />Collom area lithology and the generalized stratagraphic columns, these questions will <br />be handled in the technical adequacy review. <br />7. This item is considered complete. Colowyo presented the requested data in Exhibit 6, <br />Item 10. The Division may have additional questions regarding the technical <br />adequacy of the materials presented. <br />8. This item remains incomplete. While Colowyo did provide a chart of the coal <br />chemistry of the individual coal seams, some of the required analytes have been <br />excluded.
