III. COMMENTS-COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made during the <br /> inspection. Comments also describe any enforcement actions taken during the inspection and the facts or <br /> evidence supporting the enforcement action. <br /> Run-of Mine Stockpile Area <br /> This reclaimed area was snow covered, although some bare ground was starting to show. Silt fence was up on <br /> both sides of the creek, although it looks like some of the silt fence panels will need a little repair once the snow <br /> melts.The mine id sign was on the ground near the entrance and needs to be put back up onto its post.The pond <br /> was completely covered in snow. <br /> East Mine <br /> About 100 feet of the entrance road had been graded of snow in order to allow the sediment control ditches near <br /> the entrance gate to function properly.However,the remaining road was impassable due to the snow cover. The <br /> entrance gate was locked and the mine id sign was on the gate.The reclaimed slopes were not inspected. <br /> The four bin wall ponds were accessible by foot, however, from the light use road located further down Steven's <br /> Gulch road.The mine ID sign was up at this entrance and surface disturbance markers were present.All four of <br /> the bin walls appeared to be stable.Discharge pipe risers were clear of any debris. The primary pipe gates were <br /> open on the upper three ponds and the gate on the lowest pond was closed, as designed. Emergency spillways <br /> had enough capacity. All four ponds were snow covered. The topsoil sign was up on the topsoil stockpile at the <br /> entrance to the lower two ponds. <br /> Snow cover prevented further inspection of the East Mine. A small herd of Elk was seen moving across the <br /> reclaimed mine slopes. <br /> Records <br /> The Bowie No. 1 records were located at the Bowie No. 2 Mine office and were in compliance, as documented <br /> on the attached records checklist. <br /> c:/word2007/bowie l/insp0310 <br /> 2 <br />
