III. COMMENTS-COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made during the <br /> inspection. Comments also describe any enforcement actions taken during the inspection and the facts or <br /> evidence supporting the enforcement action. <br /> This was a complete inspection conducted by Joe Dudash of the Colorado DRMS.No one represented the <br /> operator during the field inspection but Basil Bear represented the operator during the records check.The <br /> general area had received snow and rain recently. <br /> Unit Train Loadout <br /> There was no snow cover at the train loadout.The three entrances were open and mine id signs were up at each <br /> entrance.The paved entrance road segments were in good condition. Surface disturbance markers were also up, <br /> although a few more markers would be helpful.The west end topsoil stockpile was well vegetated and the <br /> topsoil sign was present on the pile. <br /> The west side collection ditch will need a little cleaning this spring. The ditch's half culvert downdrain was in <br /> place.The ditches and culverts of the centrally located upland runoff diversion system were in place.Upland <br /> water was passing through the system. There was no standing water in the sediment pond.The upland diversion <br /> ditch and culverts above the sediment pond were functional. <br /> There were no problems with the substation, shop building and the mine equipment that is stored at the site.The <br /> railroad bridge was in good condition.There were no railcars on site.The bench outslope was well vegetated. <br /> Highway Temporary Coal Stockpile Area <br /> This temporarily reclaimed site had no snow cover on it.The cut slope had a moderate vegetative cover and <br /> showed no signs of instability or erosion. There was only a little standing water in the sediment pond.The straw <br /> bales that surround the railroad culvert inlet on the west end of the site will need a little repair soon.The surface <br /> disturbance markers were up around the site and the mine id sign was up at the entrance. <br /> West Mine <br /> The road up Steven's Gulch had been plowed and was in good condition.Mine identification signs were up <br /> where the public road enters the Bowie No. 1 permit area.The road off of the Steven's Gulch road that leads to <br /> the reclaimed West Mine was partially snow and ice covered but had been graded close to the reclaimed mine <br /> site area.The reclaimed urine's regraded slopes were snow covered but there were no indications of slope <br /> instability. The mine ID sign was up,as were surface disturbance markers. The two ponds were snow covered <br /> although the south facing embankments were mostly clear of snow.The embankments appeared to be stable and <br /> the two ponds appeared to be functional. <br /> Well Field <br /> The site was covered in snow but the entrance road and a portion of the parking lot had been graded.The mine <br /> id sign was up at the entrance and surface disturbance markers defined the disturbed area boundary. There were <br /> no problems with the pump house. Subsidence warning signs were up along Steven's Gulch road next to the <br /> well field. <br /> 1 <br />
