2.04.3 All pre -mine inspections and applications need to contain documentation of what the land
was capable of and its production and how the operator intends to put it back as good as or better
than it was. All of the Morgan property was in Irrigated Alfalfa and cropland and needs to be put
back in a timely manner as good as or better than it was. There is NO way that WFC can put it
back better. They already messed up. With all of their fancy survey equipment and everything
else., none of the properties in the FARMERS VIEWS have been put back as good as they were
especially when it comes to irrigating. All of this property was HISTORICALLY IRRIGATED
and CROPPED since 1959, Put it back in production, the entire 107 acres. Figure this for
yourselves. We got 360 ton of alfalfa off the Sunshine Corner by Itself. At that time, it was
$140 per ton. This is just the small easterly portion. Times that by the 10 years that it has been
out of production and then take the rest of the property that is being mined and another 800 ton of
hay and times it by $125 per ton for the next 10 years and we could have paid. for the coal
ourselves..AND WFC is worried about what it will cost them to put an irrigation system on it and
get production. WE HAD AN IRRIGATION SYSTEM ALREADY IN PLACE AND THE
SUNSHINE CORNER WAS A NEWLY PLANTED FIELD WITH AV 120 ALFALFA AND
WAS PRODUCING VERY HIGH. PUT IT BACK! IT'S FUNNY THAT THE PIECE THEY
WANT TO PUT INTO DRYLAND AND THE PIECE THAT YOU HAVE BEEN ALLOWING
THEM TO CONSIDER IS THE PIECE THAT FOR THREE DAYS AND THREE NIGHTS
THEY REMOVED OUR PRIME TOPSOIL OFF OF AND YOU GUYS COME UP WITH
BENCH ONE MATERIAL AND THAT IS WHAT THEY WANT TO PUT INTO DRYLAND
COULD IT BE THAT ALL OF YOU MESSED UP AND YOUR ALL AFRAID IT WON'T
PRODUCE LIKE IT DID ? ?? All of this is going to be brought up because we feel you didn't do
• your job and our prime soils should have NEVER been put on Bensons and left this
place ! ! ! . WFC knew this and I can prove it! !!
