• Page 28 <br />Section 1.04 <br />103(20) (91) " Permittee " means a person holding a permit. <br />103(21) (92) "Person" means an individual, partnership, association, society, joint <br />stock company, firm, company, corporation, Indian tribe conducting <br />surface coal mining and reclamation operations outside Indian lands, <br />any other business organization, and any agency, unit or instrumentality <br />of Federal, State, or local government including any publicly owned <br />utility or publicly owned corporation of Federal, State, or local <br />government. <br />(93) "Person having an interest which is or may be adversely affected or <br />:person. with a valid legal interest" - shall-include any and 441 arsons. <br />(93a) "Point of compliance" means any geographic location at which <br />compliance with applicable ground water quality standards established <br />by the Water Quality Control Commission must be attained and where <br />this compliance will be demonstrated by compliance monitoring of the <br />groundwater or by other valid means approved by the Division. <br />(94) "Precipitation event" means a quantity of water resulting from drizzle, <br />rain, snow, sleet, or hail in a limited period of time. It may be <br />expressed in terms of recurrence interval.
