28. Colowyo has indicated that a copy of Map 26B - Blasting Analysis Map-Collom is pending. Please submit three certified copies of Map 26B - Blasting Analysis Map- Collom with the PR-3 application. Colowyo Response: Map 26B - Blasting Analysis Map - Collom has been included in this package. 29. Pursuant to Rule 4.08.4(7)(b), blasting shall not be conducted within "500 feet of facilities including, but not limited to, disposal wells, petroleum or gas-storage facilities, municipal water-storage facilities, fluid-transmission pipelines, gas or oil- collection lines, or water and sewage lines." Map 11 B - Well and Drillhole Locations, shows three locations identified as "Colorado Oil and Gas Registered Facility Locations". Please provide the Division with a detailed description of each of these facilities (contained in the permit text in the appropriate part of Section 4.08) to ensure compliance with Rule 4.08.4(7)(b). Colowyo Response: Section 4.08.4(7)(b) has been amended Rule 4.13 - Contemporaneous Reclamation 30. On page 117 of Section 4.13 Colowyo states that "...backfilling, grading, topsoil replacement and revegetation of land disturbed by the mining activities in the Collom Lite and Little Collom X pits shall occur as contemporaneously as practicable..." Given the nature of the multi-seam mining, as experienced in the East Pit, West Pit and South Taylor Pit of the current mine, contemporaneous reclamation in the Collom area will not be possible. A 225 million ton temporary overburden stockpile for the duration of mining is proposed for the Collom mine area. As such, a description of the operations and a request for a variance from contemporaneous reclamation is necessary including a detailed analysis of the operation and a justification giving the reasons the variance is needed. Colowyo Response: Section 4.13 has been amended. A formal request for variance from contemporaneous reclamation is being asked for with this revision package. Rule 4.14 - Backfilling and Grading 31. Colowyo has indicated that a copy of Map 29B - Spoil Grading-Collom is pending. This map is necessary to evaluate compliance with Rules 4.13 and 4.14.
