Colowyo Response: <br />Colowyo has incorporated the newly developed points of compliance report and <br />description authored by Brant Dennis (C.P.G) into Section 4.05.13 that describes why the <br />establishment of groundwater monitoring points of compliance are not appropriate for the <br />current operation, South Taylor or the proposed Collom area. <br />Rule 4.06 - Topsoil <br />25. This section of the revision application references Volume 1, Section 4.06. Volume 1 <br />has not been revised to include the Collum expansion area or to reference any of the <br />supporting documents including the Collom Soils baseline survey in Exhibit 9 and the <br />discussions in Sections 2.05.3(5) and 2.05.4(2)(d). Site specific data from Collom is <br />necessary to address the requirements of Rule 4.06. <br />Colowyo Response: <br />Section 4.06 has been amended. <br />26. Colowyo did not submit a complete copy of Map 28C - Topsoil Handling. The <br />information shown on Map 28C is necessary in determining the adequacy of the <br />topsoil handling in the Collom area, as required in Rule 2.05.3(5). <br />Colowyo Response: <br />Map 28C - Topsoil Handling is being resubmitted' with the addition of the <br />Topsoil movement, removal and replacement. <br />Rule 4.08 - Use of Explosives <br />27. Rule 4.08.2(1) requires Colowyo to provide written notification to all residents or <br />owners of dwellings or other structures within one-half mile of the permit area. No <br />list or map identifying those structures has been included. A list of all eligible <br />dwellings and structures and a map showing their locations is necessary. <br />Colowyo Response: <br />Section 4.08.2 (Pre-Blasting Survey) now refers to Exhibit 14, Items 7 and 8 for <br />the required notification documentation and locations of dwellings or other structures <br />within one-half mile of the permit area. Copies of the notification letters and drawings <br />identifying locations of structures/dwellings have been included in Volume 20, Exhibit 14, <br />Item 8.
