EXHIBIT b <br />MINING PLAN <br />PREPARTION OF SITE: <br />AREA 1: Approximately 4 acres <br />Area 1 will be the initial primary staging area for all stockpiling, crushing and processing <br />of material. Vegetation will be removed as needed to accommodate this activity and <br />although not anticipated, some topsoil may be removed and placed in the stockpiles. On <br />site fuel containment will be accommodated and all state regulations will be adhered to. It <br />is anticipated that the southeast corner of Area 1 will be the site of a detention pond <br />although the actual location may change when site work is commenced. It is anticipated <br />that this site will be mined using dozers, track hoes, loaders and trucks. <br />AREA 2: Approximately 6 acres <br />Area 2 will be the site of the initial development of the Gravel and Sand deposit. Initial <br />work will consist of the removal of vegetation and topsoil from 2 to 5 acres of this site. <br />Topsoil will be stockpiled in Area 1 or Area 6 with a maximum of 3:1 slopes and any <br />such areas that will stockpiled more than 12 months will be temporarily seeded with 10 <br />pounds Pure Live Seed per acre of crested wheatgrass (Nordan or Ephram varieties) to <br />provide temporary stabilization and erosion control. Runoff will be collected and <br />directed to detention ponds to control and minimize sediments with ultimate discharge <br />across the access road onto lands of the owner of the pit. <br />A slight gradient is anticipated for the bottom of the pit and mining will begin near the <br />proposed access road located on the southeast side of the site. From that location mining <br />will progress in a northwesterly direction allowing for the effective use of loaders and <br />dozers. Test pits on the site did not exceed 18 feet in depth and therefore the location of <br />bedrock is unknown. Encountering bedrock or undesirable material will require <br />adjustment of the mining plan. Benches may be cut into the hillside to facilitate the <br />mining process and will adhere to applicable MSHA requirements. <br />AREA 3: Approximately 7.2 acres <br />Area 3 will be stripped of topsoil and it is anticipated that some of it will immediately go <br />into the reclamation of Area 2. The remainder will be stockpiled and seeded as outlined <br />above. Mining is anticipated to follow the same method as developed in the removal of <br />material from Area 2. Mining of material of this area will result in final post mining <br />slopes being created along the southern portion, as shown. These slopes will be created <br />during the mining process to eliminate the need for their construction post mining. <br />Maximum slopes are not expected to exceed 3:1. <br />Page 8
