Exhibit E -1997 Reclamation Plan <br />Changes and/or additions to the attached Mining Plans: <br />Seed Mir Formula: <br />Moffat County, the BLM and the Division of Reclamation, Mining and Safety, have <br />replaced all of our individual Seed Mix Formulas with the formula on Exhibit E-2. <br />We will limit our use of this formula to Overburden and Topsoil storage piles, and to <br />stormwater erosion prevention because the post-mining use of the affected land will <br />return to the pre-mining use of irrigated and dry crop agriculture to be reclaimed under <br />the 1997 Reclamation Plan. <br />Mining Zone: <br />Moffat County's primary mining activity will be to expand the Pit Area of the Lyons <br />Amendment No. 1 to the south and to the east as shown on Exhibit C-4 (Mining Plan <br />Map). Overburden and topsoil will be stored in the designated areas, and the gravel <br />stockpiles will be stored in the bottom of the pit similar to the way they are now shown in <br />Amendment No. 001 on Exhibit C-1. <br />Based on our experience in the Lyons Pit No. 2, and in Amendment No. 001, we believe <br />there will be 16 feet of overburden, 13, feet of gravel, and 3 feet of clay in Amendment <br />No. 002. The bedrock is Shale. <br />Signs and Markers: <br />The boundary corners for Amendment 002 are already marked by signs in the existing <br />fenceline, and/or mounted on steel posts marking the project boundaries. Moffat County <br />will continue to position signs on the topsoil, overburden, and stockpiles. <br />Explosives: <br />Moffat County does not use explosives in any of our gravel mines.
