Mining will be conducted in a manner that will contain any storm water runoff entering the site <br />by containing it within the pit area and allowed it evaporate or percolate into the ground. In <br />order to maintain the quality of any surface stormwater, which crosses any exposed ground <br />areas, a Storm Water Management Plan (SWMP), will be prepared. A key element of the plan calls <br />for grading the area in a manner that will not allow the discharge of any silt laden storm water <br />from the property in the event of a storm. Thus, eliminating any stormwater discharges from <br />the disturbed areas of the site. This will be accomplished by utilizing two; Stormwater Quality <br />Capture Ponds. <br />Water will be used on site when necessary to control dust in the mining area, during crushing <br />operations, and on haul roads. Water for dust control will be obtained from existing water <br />rights owned by the operator. Additional water information is presented in Exhibit G. <br />PETROLEUM STORAGE - There will be no permanent storage of fuel on the site. However, up to <br />10,000 gallons of fuel will be stored in a series of portable diesel fuel tanks that will be located <br />near the gravel crushing unit. All fuel will be stored in above ground steel tanks and will have <br />either a concrete containment structure, or a neoprene liner below a layer of crushed fine <br />material and in containment dikes to prevent any discharges of fuel from leaving the site or <br />percolating into the ground. The compacted soil dikes are to be constructed in a fashion to <br />contain at least 110 percent of the volume of the largest fuel storage vessel within the <br />containment area. A policy for the handling and disposal of hazardous waste will be <br />established for the operation. A key element of the policy will include annual training for all <br />workers at the facility for spill containment and controls in the event that a spill should occur. <br />Another component of the policy includes notification of appropriate regulatory agencies when <br />a release of more than 25 gallons of a petroleum product occurs. A reportable spill of any toxic <br />or hazardous substance (including spill of petroleum products) within the permit area are <br />reportable to any Division of the Colorado Department of Public Health and the Environment, <br />the national Response Center, the Colorado Emergency Planning Commission, a local <br />Emergency Planning Commission, a local Emergency Planning Committee, or the Sate Oil <br />Inspector. The operator shall notify the Office of a reportable spill within the permit area using <br />the same timeframe required by the permit, license, notice, Act, Rule or Regulation governing <br />the reporting of the spill to the appropriate agency. Notice of a reportable spill shall be Faxed <br />to: Minerals Program Supervisor, Division of Minerals and Geology, FAX (303) 832 -8106. The <br />FAX shall include a call -back number of a responsible company official for DMG staff to use as <br />a contact. <br />Rev. 02/25/10 5 <br />
