7. If constructed, waterbars on new road construction will be left in -place for future erosion <br />• control. All culverts will be removed during the reclamation of the access routes. <br />8. The drill pad and access roads reclamation procedure outlined above will apply only to those <br />areas newly disturbed for this proposed exploration. Existing roads and trails will be left <br />undisturbed and in a condition equal to or better than that observed up Ark Land Company's <br />entry into the area. Existing trails will be scarified during reclamation activities to <br />compensate for compaction and to promote seed germination. <br />9. After reclamation, newly constructed access roads to certain drill sites may be blocked and <br />closed to vehicle entry at the USFS or surface owner request. Alternate road closure methods <br />may be employed where practical after review with the USFS representative. <br />3482.1(a)(3)(v) - Estimated Timetable for Construction, Drilling, and Reclamation Activities <br />The exploration activities described within this exploration plan are scheduled to be completed <br />within the one year. If necessary, site location surveys for T & E and cultural surveys would be <br />anticipated to be complete early in the 2009 summer field season. MCC requests approval of the <br />Dry Fork Exploration Plan for April, 2009 to allow sufficient time for pre - drilling planning and <br />contractor selections. Based upon this estimated timetable, the exploration and reclamation <br />activities would be complete by Oct. 15, 2009. <br />The access road upgrade and new construction should begin a few days prior to moving the drill <br />rig onto the site. Reclamation activities will commence shortly after hole completion and will <br />• take only a few days to complete. The construction, drilling and reclamation activities should <br />take an average of 10 days per hole. To avoid user conflict during the big game hunting season, <br />drilling activities will be scheduled accordingly. <br />Reclamation efforts will be conducted concurrently with the drilling operations and continue a <br />week or so after completion of the last drill hole. <br />3482.1(a)(3)(vi) - Amount of Coal to be Removed <br />Coal to be removed during this exploration will be in the form of 3 inch diameter cores. An <br />estimated maximum of 254 lbs. of coal may be removed and tested for a wide range of quality <br />parameters by a qualified laboratory. This is based upon a combined total coal thickness of 50 <br />feet of core in each hole at a diameter of 3" having a weight of 86 -lbs /cubic ft. The maximum <br />potential coal removed is substantially less than the 250 tons. <br />3482.1(a)(3)(vi) - Measures to be Used to Comply with Performance Standards for <br />Exploration (43 CFRII 3484.1(a), 30 CFR 815.15, and Colorado State <br />Permanent Program Rules): <br />3484.1(a)(1) (Operator shall comply with applicable requirements of surface management <br />agency, 30 CFR 815.15, or approved State program) <br />All applicable parts of the Federal and State Performance Standards for Coal <br />.
