• Reclamation of the surface operations and facilities within the permit <br />area will commence as contemporaneously as possible after mining <br />operation is completed. The mine water truck will be available to keep <br />any dusty conditions under control. Strong or excessive winds are not <br />commonplace in the vicinity of the Bear Coal Company operations; <br />therefore, planning of any special windbreak vegetation will not be <br />undertaken. <br />• <br /> <br />Blasting. Because Bear Coal Company is conducting an underground mining <br />operation, no surface blasting will be undertaken as part of the <br />operation. <br />Burning Coal. Historically, the Bear Coal Company has not experienced <br />any burning or smoldering coal; however, all coal storage areas have <br />been and will continue to be routinely inspected. If any coal is found <br />burning or smoldering, it will be separated and extinguished by burying <br />it or smothering it. <br />Fish and Wildlife Plan <br />The description of the wildlife resources in the permit and adjacent <br />areas is reported in Section 2.04.11. <br />Because of the previous underground mining and the existence of several <br />homes within the permit area, the wildlife populations found in the area <br />of planned surface operations and facilities are extremely low. <br />PJonetheless, impacts on the fish and wildlife resources identified <br />within this area will be minimized by designing and implementing the <br />operational and subsequent reclamation plan in such a way as to avoid <br />further disturbance to habitats either within the permit or adjacent <br />areas. On those areas where surface disturbance cannot be avoided, <br />mitigation measures such as proper road location and adequate sediment <br />control are called for by the operational plan. In all instances, <br />disturbances will be limited for areas needed for the actual relocation <br />of surface facilities, storage of coal, storage of topsoil, with the <br />2.05-49 <br />
