• 2.05.6 Mitigation of the Impacts of Mining Operations <br />Air Pollution Control Plan <br />The Bear Coal Company will maintain fugitive dust control measures as an <br />integral part of all mining and reclamation activities. A transfer c; <br />operators for an emissions permit has been requested by the Bear Coal <br />Company to the Colorado Department of Health, Air Quality Division. The <br />existing permit and request for transfer is set forth in Exhibit 4, <br />Permits for Mining. <br />The principal fugitive dust control practices to be employed by the Bear <br />Coal Company wi1T be as follows: <br />Roads. The Bear Coal Company will employ a dust supression program for <br />the haul and access roads which primarily involves periodic watering. A <br />mine water truck will run periodically over the roads wetting down any <br />• dusty conditions. If determined to be necessary as an addition to <br />periodic watering, a chemical dust suppression agent may be used during <br />the dry months on the mine's main haul roads. At this time, however, <br />chemical stabilization of the unpaved roads is not planned. <br />The Bear Coal Company will surface the main haul road and access roads <br />with gravel. The roads at the mining operation will be maintained by a <br />motor grader or similar equipment to remove any coal, rock, soil or any <br />other debris. Smooth and clean road surfaces are essential for not only <br />minimizing dust but also for allowing efficient and economic use of the <br />mine's equipment. A strict speed limit will be implemented for all <br />roads within the permit area to control dust. Speed limits wil] be set <br />at 15 miles per hour for all vehicles and equipment. <br />Road embankment slopes and adjacent areas will be mechanically <br />stabilized and seeded with the mixture as shown in Section 2.05.4 and <br />mulched, if necessary with a native hay to aid in establishing <br />. vegetation and to minimize erosion and dust. The stabilized slope will <br />be broadcast seeded at twice the drill seed rate. <br />2.05-47 <br />
