6.4.5 Exhibit E - Reclamation Plan <br />Post- Construction Testing <br />Once the earthen liner construction is complete post construction testing may be <br />conducted by the Colorado SEO in accordance with the "State Engineer <br />Guidelines for Lining Criteria for Gravel Pits", August 1999, Section 3.1. The <br />purpose of this testing is to assure that the liner meets the performance <br />standards of the Colorado SEO. If the liner meets the performance standards <br />the Division of Minerals and Geology can release the portion of the bond that <br />covers the installation.
