Please add to Section 2.03. 10 a description of any required specific approval that PSCM <br />has received from Routt County for hauling coal mine waste on the county road from <br />PSCM to the Foidel Creek Mine. <br />58. Has the Foidel Creek Mine received DRMS approval for disposing PSCM's coal mine <br />waste, as required by Rule 4.10(2)? <br />Sections 2.04.3 <br />59. Please add to page 2.04.3 text that clarifies the meaning of "passive recreation". <br />Section 2.05.3 <br />60. Please add to page 2.05-7 the swell factors required by Rule 2.05.3(6)for the temporary <br />overburden stockpile material during each phase of operations (for example, when the <br />portal face-up is excavated and when the stockpile is regraded to postmining contours). <br />61. Maps 2.05.3 M 1 A and M 1 B show two areas within the support facilities area south of <br />Pecoco Pond and northwest of culvert 31A that are proposed for new disturbance or <br />redisturbance by PSCM activities. Maps or text do not provide descriptions of the <br />support facilities (excavations, structures, or materials storage, etc) that are proposed in <br />these areas. Such information is needed for evaluating the adequacy of drainage control <br />(Rules 4.04 and 4.05) and for estimating reclamation costs (Rule 2.05.4(2)(b)). Rule <br />2.03.3(1) requires information in the application be presented clearly.
