Please include a discussion of the topsoil replacement depth(s) and <br />method(s) that will be used in the East Pit, Gossard Loadout and facilities area <br />reclamation. <br />Colowyo's Response: <br />Colowyo has modified the text in several locations to emphasize the fact that all <br />areas not identified as "South Taylor" will be managed under the 8 inch average <br />replacement depth criteria unless designated as a Sagebrush Steppe area. <br />Variable topsoil replacement depths will be applied to all remaining disturbance <br />areas movingforward where applicable (again, not as significantly in the case of <br />Sagebrush Steppe areas). <br />10. The final sentence on Page 2.05-46, carrying over to Page 2.05-47, which states <br />"Colowyo is moving entirely away from applying topsoil in uniform layers...", <br />appears to be contradictory, depending on the response to question 9 above. <br />Please review the topsoil replacement on all areas of the mine site and correct the <br />above referenced statement if necessary. <br />Colowvo's Response: <br />Colowyo modified the sentence to read as follows: "Colowyo is moving away <br />from applying topsoil in uniform layers and variability in depth will be applied in <br />all practical locations to maximize plant community diversity in areas designated <br />for grazingland. Because the volume of topsoil to be applied to sagebrush steppe <br />targeted areas is much less, and the creation of a seedbed conducive for shrub <br />establishment is of major importance, the variability of topsoil depths within these <br />areas may be limited. However, wherever practical, Colowyo will also make <br />attempts to vary topsoil depths in the Sagebrush Steppe areas as well. " <br />This completes the preliminary adequacy review for Technical Revision 82. The <br />Division's proposed decision date is 12 December 2009. Colowyo's prompt response to <br />the above questions will help in proposing a decision by this date.
